of a� jrE <br /> V5, Jl:;,�� Lawn tqull <br /> 1 <br /> zM T,0Nd IflaMhprr, 0.2649 <br /> ANCE COMMITTEE <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> March 18 , 1987 <br /> Present : Finance Committee members , Frederic Blythe , Edward <br /> Dolan , Carol Dunivan , and William Towner . <br /> Vern Polka , Town Accountant <br /> Executive Secretary , Joseph Murphy , and Selectmen , Thomas , <br /> Hanson , and Lawrence joined the Finance Committee meeting . <br /> The Executive Secretary gave Finance Committee members an updated <br /> Revenue Projection , Capital Budget and Operating Budget . <br /> He noted that the budget is a little over $400 , 000 short and this <br /> takes into account .the maximum revenue possible . The proposed <br /> recommended Operating Budget on the general side preserves <br /> . every position with the exception of the vacant Deputy Fire <br /> Chief position . On the School side $105 , 000 more is needed to <br /> satisfy the schools operating needs . Without a 22 override <br /> Murphy noted that there. will be major changes in public safety . <br /> All the full time positions have been preserved , however , people <br /> will not be replaced when they are sick or on vacation . This <br /> will cut response time and there will be fewer cruisers on the road . <br /> The Operating Budget will require an override for a little more <br /> than $400 , 000 if the town is to -maintain the current level of <br /> services . <br /> The Executive Secretary then noted that he thought some <br /> of the items on the Capital Budget could be delayed till a later <br /> date -- when a proper figure has been received . Many of the bids <br /> for Capital Budget items have not yet been received and may not <br /> be available prior to the Town Meeting . Other bids may <br /> come in just prior to the meeting . Murphy recommended that these <br /> items be deferred however , the money set aside . ' The only <br /> alternative to this would be to put on the pressure to get all <br /> bids in a few days prior to the Town Meeting . Chairman Blythe <br /> noted his concern about protecting the money set aside . How <br /> would the money be preserved and protected from the special <br /> interest groups? Selectman Lawrence stated the need for a <br /> policy decision stating that it was his belief that no item <br /> be brought to Town Meeting unless the price was known and had <br /> been looked into . Hanson expressed his opposition to this stating <br /> that the roof for the Town Hall was an emergency and could not <br /> be deferred - no matter what price came in - the work was an <br /> emergency situation .
