MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> October 21, 1987 <br /> Present: Edward Dolan, Carol Dunivan, Carl Heller, Joyce Howell, <br /> and William Towner <br /> Town Accountant, Vern Polka <br /> The meeting commenced at 7 p.m. with the Executive Secretary, <br /> Joseph Murphy joining the meeting. Joe distributed three memoes <br /> to the Finance Committee. The memorandums re the FY89 Budget, <br /> include a proposed calendar of critical dates, a text of budget <br /> guidelines, an example of a departmental budget and a summary of <br /> the proposed Finance Committee review process of the budgets . <br /> Note was made that Lucille Misurella will be absent from <br /> upcoming Finance Committee meetings . Lucille is in the hospital <br /> recovering from by-pass surgery. She is not expected home from <br /> the hospital for two weeks and there will be an extensive <br /> recovery period. <br /> Discussion turned to the Fire Department. Carl noted that <br /> he feels that the Fire Department primarily runs an ambulance <br /> service, and that there has been flagrant abuse of overtime, <br /> vacation and sick leave. Carl raised the question of having <br /> private ambulance service . Joe noted that he felt as a community <br /> Mashpee should provide life-support services, and private <br /> ambulance services are basically transport operations . The <br /> Finance Committee questioned the mutual aid situation. Murphy <br /> noted that if there is ever a structural fire in Mashpee, the <br /> town will require mutual aid, the town just does not have the <br /> manpower and would require backup support. The town does mutual <br /> aid ambulance service for Cotuit. Murphy noted that he believes <br /> the union is not a problem at the Fire Station, management is . <br /> He agreed with the Finance Committee suggestion that four new <br /> firefighters are needed. He felt that with five men on a shift <br /> and an innovative manager, the town could greatly cut down on <br /> overtime. A creative manager could establish a protocol of call <br /> back and replacement to reflect needs . The Executive Secretary <br /> noted that replacement of the Chief will be difficult due to <br /> the poor reputation of the department and the present salary is <br /> not competitive. <br />
