i P. 0, Box 1108 tgg EGO- MASHPEE, MA 02649 FINANCE COMMITTEE MINUTES Town Hall April 27, 1988 Present: Edward Dolan, Carole Dunivan, John Ferriday, Carl Heller and Joyce Howell The Finance Committee commenced at 7 p.m. Chairman Heller noted to the members that the projected revenue figures had not been received from the Board of Health. Discussion on these figures and the new vehicle for the Board of Health would be postponed. The Insurance Advisory Committee joined the meeting. A list of benefits offered by other Cape towns to their employees was distributed to the Finance Committee, It was noted that the towns of Sandwich, Dennis and Chatham have Aetna policies comparable to the Master Health Plus offered by Blue Cross. Orleans has Master Health with limited dental. Some of Wellfleet employees are covered by the Welfare Municipal Health Plan which covers 100% of every- thing including eye examinations. Town contributions to these health plans vary. Provincetown pays 80%, four towns excluding Mashpee pay 75%. Mashpee falls in the middle with their contribution of 75%. 72 of the 13 towns surveyed provide Master Health Plus to their employees and four towns cover all their employees with dental. Executive Secretary, Murphy, noted that the town of Bourne went on their own as a town and bought their own coverage for employees in 1980. They, however, did not purchase catastrophic insurance and as a result the first year they were hit with a huge claim that virtually broke them. Mashpee is currently offering a Blue Cross plan. The town pays Blue Cros to administer the plan but the premium is based on experience. The rep- resentatives of the Insurance Advisory Committee noted that if dental insur- ance were to be offered to employees, the first two years the premium would be higher, after all the initial dental work was completed by the employees it would level off. Chairman Heller noted that he didn't see how there could be any action this fiscal year on insurance requests for employees as Mashpee is right in the middle of what other towns are offering to their employees. He noted that Mashpee was not the "bad guy" so to speak in their benefit package offer.
