BOX 1108 <br /> MASHPEE, MA 02649 <br /> Finance Committee Minutes <br /> Town Hall <br /> July. .13 ,. 1988 <br /> Present : Edward Dolan , John Ferriday , Carl Heller and William <br /> Towner <br /> Vern Polka , Town Accountant <br /> Michael Coronella, Director of the Community School joined <br /> the Finance Committee meeting seeking support of Article lb , <br /> on the Special Town Meeting Warrant of August 8th, 1988 . <br /> The article seeks town approval to raise and appropriate or <br /> appropriate and transfer from available funds the sum of $2 , 014 <br /> to the Community School for the Director ' s salary . Chairman <br /> Heller informed Mr . Coronella that the finance Committee was still <br /> supportive of this request and would recommend it at the town <br /> meeting . <br /> i <br /> Dr . DeMoura , Superintendent of Schools , joined the meeting <br /> to discuss two articles on the Special Town Meeting Warrant . <br /> Article 10 seeks town approval of the sum of $175 , 867 to fund a <br /> contract between the town and the Mashpee Teacher ' s Association <br /> for the fiscal year 1989 . DeMoura noted that this figure has been <br /> ratified by the Teacher ' s. Association is presently before the <br /> School Committee for ratification . Article 11 , seeks town approval <br /> of the sum of $7 , 595 to contract for the development of a management <br /> plan in order to comply with the requirements of the Asbestos <br /> Hazard Emergency Response Act . This law came into effect in 1986 <br /> and requires all school buildings be inspected and establish an <br /> asbestos management plan and follow it . This law effects all <br /> buildings constructed prior to 1988. DeMoura noted that Mashpee <br /> has gone out to bid jointly with other towns and the bid price for <br /> a management plan is $7 , 595 . He noted -that the Middle School is <br /> asbestos free , however it still must be certified . The Davis <br /> School has a considerable amount of asbestos and this expense was <br /> not budgeted . DeMoura noted that this expense was not included in <br /> the school budget as the rules of the law were not finalized till <br /> March or April of this year thus it could not be addressed in this <br /> fiscal year budget . He emphasized that the requested funds were <br /> not for removal , however in fiscal year 1990 he must start to <br /> implement the management plan, and once the asbestos is removed <br /> the school must be inspected every three years . Finance Committee <br /> recommends both articles . <br />
