MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall a <br /> January 14, 1991 <br /> Present: Carole Dunivan, Tony Gallo, Deirdre Greelish, Carl Heller, Vern Polka <br /> and Jim Vaccaro <br /> The Finance Committee meeting was called to order at 6:30 p.m. Chairman <br /> Vaccaro stated that the Request for Transfer from the Reserve Account submitted <br /> by the Police-Department would not be addressed as it had been withdrawn. <br /> This Request had been submitted by the Police Department to pay for clerical <br /> and dispatcher overtime in the amount of $10,000. <br /> Finance Committee members unanimously approved the minutes of the . <br /> December 17, 1990 Finance Committee meeting. <br /> Jim noted that there was to be a joint meeting of the School Committee <br /> and the Board of Selectmen on January 15th at 7 p.m. Finance Committee members <br /> are invited. <br /> Jim informed the committee that he had received a letter from the Mashpee <br /> Tax Payers Association stating their concerns that certain Finance Committee <br /> members mar be in violation of the bylaw that states members of the Finance <br /> Committee should not participate in other town boards, and also concerns about <br /> a conflict of interest. Deirdre noted that she has already resigned from <br /> the Town Hall Building Committee and also noted that she does not participate <br /> or vote on Board of Health issues. Carl will have to seek a decision from <br /> Town Counsel regarding his participation on the —,Fiscal-. = Advisory Board.. <br /> The : 'Fi s.ca 1 Advisory Board makes recommendations on the expenditure of town <br /> funds and thus may put Carl in a conflict of interest position. Chairman <br /> Vaccaro is a member of the Economic Development Committee, however he will not <br /> have a vote on this ad hoc committee. Town Counsel has ruled that this is <br /> not in conflict as this group will not be expending town funds. John Ferriday <br /> had exempted himself and does not vote or discuss issues related to the . <br /> Conservation Commission. To date Tony Gallo has not exempted himself. He <br /> is presently still a member of the School Building Committee. Gallo stated . <br /> that he intends to resign from the School Bui.Iding Committee. He further noted <br /> that he had been advised by the State Ethics Committee that he could participate <br /> and vote on all school issues other than salary issues. Tony's wife is a teacher <br /> in the Mashpee School System. Chairman Vaccaro questioned whether salary could <br /> be segregated from the school .budget as the committee votes on a bottom line <br /> total figure for the schools. <br /> / N. <br />
