rT � <br /> MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> MARCH 1, 1994 <br /> MEETING COMMENCED AT 7:OOPM <br /> Members_ Present: Dan Goggin, Chairman; Deirdre Greelish; John <br /> Ferriday; Denise Sullivan; and Marcia King. Tony Gallo and Roger <br /> Dunivan were unable to attend. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only. The tape will be reused <br /> once the Minutes are approved. <br /> Denise Sullivan MOTIONED to accept the Minutes of February 22, 1994 <br /> with an edit to page 3, paragraph 2. The wording on line four of <br /> the paragraph, "with other towns" should be removed. Ms-. King <br /> seconded the Motion and members voted in acceptance of the Minutes <br /> as amended, 5-0. <br /> Visitors at the meeting included Robert Whritenour, Executive <br /> Secretary and Curtis Frye, Chief of Police. <br /> REQUEST FOR TRANSFER <br /> The Police Chief was present at the meeting to discuss the request <br /> for transfer from the Reserve Fund for his department. He <br /> explained to the Finance Committee that the transfer was necessary <br /> for the shortfall in the dispatchers salary and wage account. The <br /> shortfall was due to a high turnover of part time dispatchers. Mr. <br /> Frye continued to explain that when new dispatchers were hired they <br /> were trained by dispatchers and not instructors and it was <br /> essentially (hands on training) , rather than classroom training. <br /> He explained this in response to Mr. Ferriday's question as to why <br /> these dispatchers were not trained prior to their request for <br /> employment from the Police Department. Mr. Ferriday believed that <br /> it was a teacher's responsibility to get education prior to <br /> applying for a teacher's position and it should be the same for a <br /> dispatcher. The dispatcher should take the required courses making <br /> him/her eligible for this type of work. Ms. Sullivan asked Chief <br /> Frye how many people he was referring to? He responded that it was <br /> 8 part time dispatchers trained for the positions. Ms. Sullivan <br /> also questioned the Chief as to how many dispatchers were needed <br /> for each shift? He explained that there were two people on two <br /> shifts, and one on the remaining shifts. Mr. Goggin asked if there <br /> were any available funds left in the dispatchers salary account? <br /> Mr. Frye answered that there was $50,600 remaining. He explained <br /> that the department spends roughly $4,000 each week, with 16 weeks <br /> remaining. Mr. Goggin informed Chief Frye that the Committee would <br /> speak to Roger Dunivan, who was the liaison to the Police <br /> Department and get any other relevant information from him. Mr. <br /> Whritenour mentioned that Mr. Frye might be dealing with a <br /> deadline. Mr. Frye also stated that he had to make a decision this <br />
