MASHPEE FINANCE COMMITTEE MEETING MINUTES <br /> APRIL 13 , 1994 <br /> MEETING COMMENCED AT 7:OOPM <br /> Members present: Deirdre Greelish, Vice Chairman; Denise Sullivan; <br /> John Ferriday and Marcia King. -Han-etgg-j-n-, Tony Gallo and Roger <br /> Dunivan were unable to attend. <br /> Please note for the record that the taping of this meeting was for <br /> the transcription of the Minutes only. Once the Minutes are <br /> approved, the tapes will be reused. <br /> RESERVE FUND TRANSFER REQUESTS <br /> There was a Reserve fund Transfer request by the Department for <br /> Council on Aging. The request was in the amount of $2,513 for a <br /> shortage in their budget for $1 ,539 energy costs and $974 <br /> communications. <br /> John Ferriday MOTIONED to approve the request and place $2, 513 into <br /> the Council on Aging Department from the Reserve Fund. Denise <br /> Sullivan seconded the Motion and members approved the request 4-0. <br /> Dick York, Shellfish Warden, was present at the meeting to discuss <br /> the Finance Committee's future expectations of Mashpee's Shellfish <br /> Department. He informed the Committee that he was present at the <br /> meeting to ask if they, the Finance Committee, were in favor of <br /> economic development? Ms. Greelish answered that yes the Committee <br /> was very much in favor of economic development in the Town. He <br /> also asked if the Committee wants the Town to be a professional <br /> department, writing grants? Mr. York believes there is much money <br /> available through grants, but the Town needs to keep applying. He <br /> felt that he needed to be full time to commit the time needed in <br /> applying for grant money. Ms. Greelish mentioned that she would <br /> like the Board of Selectmen to come to the Finance Committee with <br /> a proposal on how the Shellfish Department can be run by itself, <br /> and then she would be interested in the discussion of making the <br /> Shellfish Department a professional one, as Mr. York questioned. <br /> She was not in favor of her tax dollars paying for someone else to <br /> make money. <br /> Mr. York also explained that seed needed to be put out in order to <br /> bring the harvest up. He stated that without grants, the Town will <br /> never have a great amount of shellfish in the shellfish beds. Mr. <br /> York believed the real need for him to be full time is the <br /> patrolling involved. He stated that Mashpee has a lot of soft <br /> shell clams out there because of his patrolling all winter. Ms. <br /> Sullivan still believed that the schedule prepared by the Committee <br /> was a sufficient amount of hours to do this. The Finance Committee <br /> still believes that from December to March, the waters are frozen <br /> and Mr. York is not needed full time. <br />
