r <br /> BOARD OF SELECTMEN <br /> MINUTES - REGULAR SESSION <br /> MONDAY, JUNE 18, 1990 <br /> PRESENT: Selectmen Carter , Jacobson, Lawrence, Hanson, Gottlieb, <br /> Executive Secretary Kevin Harrington <br /> GUESTS: Ernie Virgilio <br /> The meeting convened at 4:00 p.m. <br /> MINUTES <br /> Mr. Hanson moved to accept the Regular Session minutes of May 29, <br /> 1990. Mr. Lawrence seconded the motion.. Mr. Carter and Mrs. <br /> Jacobson were in favor. Mr. Gottlieb abstained. <br /> OLD BUSINESS <br /> 1 . ORGANIZATIONAL CHANGES - The Board discussed Mr. <br /> Harrington's memorandum relative to proposed organizational <br /> changes to be effective July 1 , 1990. <br /> Mr. Harrington proposed that the Board delegate the day to <br /> day administration of all departments currently under the <br /> Board of Selectmen to the Executive Secretary and that the . <br /> Board instruct Mr. Harrington to set up a performance <br /> appraisal system. <br /> Mr. Harrington stated that he viewed the Personnel Board to <br /> have a greater role than they have at this time in terms of <br /> management reports , a closer link between the Personnel <br /> function and Payroll function. There was discussion <br /> relative to the interview process. All agreed that <br /> department heads (salary management employees) only should <br /> be present for interviews so that overtime is not required. <br /> Mr. Lawrence stated that he felt that this new policy <br /> should give the Executive Secretary the right to hire and <br /> fire employees . This would require a change of law, <br />
