MINUTES February 4, 1999 10 BOARD OF HEALTH <br /> Mr. Bauer answered, "It might make more sense to have a contract in place". "It <br /> guarantees so much is going out the door, when they are coming out to get it, and <br /> what they are going to supply". "You may end up breaking even or be a little bit <br /> ahead but the hassle you remove from yourself is tremendous". "You know <br /> roughly what you are doing". <br /> Mr. Doherty stated, "One of the problems we have run into is the size of the <br /> facility, we don't generate enough to make it attractive for anyone to lock into a <br /> rate to go into a contract with us". <br /> Mr. Bauer stated, "I understand, but none of the transfer stations regulations allow <br /> you to accumulate materials speculatively to wait for the market to change". "But <br /> when your contractor or vendor doesn't come and pick it up after a 90-day period, <br /> they are forcing you to speculatively accumulate, and that is not good". "DEP <br /> will come in and say look at the size of that pile". <br /> Mr. Doherty noted, "There are a lot of issues". "He could be waiting for that price <br /> to go down so he can charge us more". <br /> Mr. Bauer stated, "Contracts try to get away from that as much as possible". <br /> "You do not have to go for a long-term contract". "But you could have some <br /> ideas over how much volume you produce every year so you can have an idea of <br /> what he can expect". <br /> Mr. Bauer asked, "Will you consider doing something like this?" <br /> Mr. Doherty answered, "We have some issues with Weston& Sampson". <br /> Mr. Bauer stated, "He could guarantee he could be extremely competitive with <br /> them because he does not have their overhead or travel time". "And there is one <br /> thing I can give you that I give all my good clients, if you don't like my service <br /> and I write this in the contract, don't pay me". "I feel that strongly about my <br /> service and my abilities". <br /> Mr. Doherty asked, "Do you believe the scope of our transfer station is within <br /> your ability to perform". <br /> Mr. Bauer answered, "Yes, easily". "What makes it easy to run those stations is <br /> that everything is on paper that you need to know." "I'm gone on vacation, here's <br /> the manual, got a problem, look it up". <br /> W. Doherty stated, "Essentially we are through the construction period, we've <br /> capped it and there are not a lot of engineering requirements". We are at the <br /> point where we are not changing the facility anymore". <br />
