MINUTES June 14, 2001 2 BOARD OF HEALTH <br /> APPOINTMENT: Richard More re: failed SAS at 6 Mariner Lane <br /> Mr. Richard Morse was in attendance for this scheduled appointment. <br /> Ms. Warden informed Board members that she had received an anonymous complaint <br /> regarding septic odor and mattresses outside the dwelling at 6 Mariner Lane. She <br /> went out the tried to open the cover and wasn't able but noted that there was damp <br /> sewage outside the perimeter of the cover and decided the system was in failure. <br /> Shortly thereafter Ms. Warden and Health Consultant Charlotte Stiefel went out and <br /> actually lifted the cover and noted that the liquid level was '/a" below the T which <br /> would confirm that the system was in failure. <br /> Mr. Morse countered that the cover had not been removed and that there was no way <br /> that Ms. Warden could have moved the cover. He was further disturbed and agitated <br /> by an anonymous complaint that would result in him having to make an expensive <br /> repair to his septic system. He stated that he has never had any trouble with the <br /> system and that the Board is now forcing him to "fix something that does not need <br /> fixing." <br /> Mr. Ball stated that he would like to go out and observe the system in failure. Board <br /> members agreed to continue this agenda item until their next meeting. During that <br /> time, Mr. Ball will look at the septic system and Mr. Morse will look into the low <br /> interest septic repair loan program. <br /> APOINTMENT: Cape & Islands Engineering re: Discussion on 25 Taffrail Way <br /> Mr. John Slavinsky of Cape & Islands Engineering was in attendance for this <br /> scheduled appointment. <br /> Mr. Slavinsky stated, "This is the McDonald lot which has since been cut in half. My <br /> client owns the north side of it and wants to put a garage with a room above that will <br /> extend onto that lot. What I want to do is expand his septic system with a denite and <br /> so on and so forth. He doesn't have a denite now. Conservation is going to make me <br /> put in the denite. Before I do anything I want to be sure it's all right with you guys." <br /> Further discussion took place regarding the expansion of the dwelling at 25 Taffrail <br /> Way and the addition of a denitrification unit. Board members expressed their <br /> support of the project, however, no plans or formal request have been submitted at <br /> this time. <br /> 8. Variance request- 10 Little Neck Lane <br /> The applicant is requesting a 14'variance to install the proposed soil absorption <br /> system 86'from the Border Vegetated Wetlands and a 16% reduction under 310 <br /> CMR 15.405 (d). <br /> Discussion took place regarding the proximity of the system to the Coastal <br /> Bank and the existing tank, which has no indication where the flow goes. <br /> Board members agreed that they would like to see the system moved to 50'from <br /> the top of the coastal bank and, therefore, no variance would be necessary. <br /> Mr. Santos motioned to grant a 10'wetlands variance with the stipulation that <br /> revised plans are submitted delineating 50'from the from the top of the coastal <br />
