3 <br /> Heufelder (Barnstable County) created as an alternative solution. The solution offered <br /> an opportunity for the complex to apply for funds through the "State Revolving Fund" <br /> allocation for the installation of a package treatment plant. Ms. Warden suggested that <br /> SRF would be something that they might want to research that could be attached as a- <br /> betterment over the course of years. <br /> Mr. Sanicki was concerned with the August 31d deadline and the ability to do the onsite <br /> pre-testing and soil evaluation for each of the condominiums in the parking lot. He <br /> would prefer that versus in front of each of the buildings where it is fairly well <br /> landscaped. <br /> Mr. Doherty stated that he would recommend that Mr. Sanicki have a "Plan B" available <br /> in the event that the soil evaluation proves not to be suitable. Mr. Doherty then asked if <br /> Mr. Sanicki would have to, "strip it out?" <br /> Mr. Sanicki replied that that was what they would have to do. <br /> It was decided between all parties that Mr. Sanicki review the recommendations and <br /> arrange another appointment for further discussion/approval with the Board of Health. <br /> DISCUSSION <br /> NEW BUSINESS <br /> a. Award to Elias McQuaid <br /> Mr. Doherty and Ms. Warden mentioned that the Association for the Preservation of <br /> Cape Cod wants to posthumously provide his family with an award in his honor. <br /> Therefore, the Board members were asked to provide stories that related to this type of <br /> honor. <br /> b. The Job Postine <br /> Mr. Santos asked if there was any update on the applications for the health agent <br /> position. <br /> Ms. Warden stated that there were approximately six applicants that were reviewed by <br /> both Ms. Warden and Marilyn Farren. The applicant pool was not very well qualified. A <br /> decision was made to re-advertise the position in The Globe. There are also two other <br /> health agent positions available in the local area which is going to hinder the process to <br /> some degree. <br /> Mr. Bell questioned the BOH's authority to offer the maximum salary amount within <br /> the union position. <br /> Mr. Doherty then stated, "Is the person in the union or the position in the union." Ms. <br /> Warden stated that it is a position in the union. <br /> Mr. Santos asked, "Do you have to start out at 'step one'?" <br />
