Walter noted to Kevin Mary's comments on the grading <br /> Plan and the recommendation to extend the retaining wall up another inch. The professional engineer said they were <br /> agreeable to extending the wall another inch. Walter said there are 2 issues: <br /> (1) —Is this the new property line? Applicant responded`yes". <br /> (2) —By creating property line you have created a buffer. Kevin explained it was a condition of the Planning Board <br /> to move that line and since that was a condition they had to do it. <br /> Applicant was then informed that the buffer itself either has to have snow fence or stake and ribbon it off before clearing <br /> so Town can come out and look at the property. They said they are doing it with snow fence. Walter then read the <br /> notation they placed on the Plan which reads: "Note: Existing trees located along the ridge between the SM Realty Trust <br /> Property and this property shall be evaluated by a qualified tree specialist to verify long term viability and stability." The <br /> Professional Engineer said he does not feel comfortable with exposed roots, etc. on some of the trees. Design Review <br /> asked that the tree expert report be sent to Town Hall and if any tree does have to come out then tree should be replaced in <br /> kind and quantity. Walter read Mary's note stipulating minimum size caliper is 2-1/2-3';and minimum size evergreen is <br /> 6-10'. The Engineer said this is fine. <br /> Conclusion: Approved subject to conditions: (1)They extend retaining wall up another inch; (2)buffer either has <br /> to have snow fence or be staked and ribboned off before clearing so Town can come out and look at property <br /> before clearing; and(3) tree expert's report to be sent to Town Hall; and any trees removed must be replaced in <br /> kind and quantity. Kevin introduced Leila Botsford from the Mashpee Housing Authority and said that the Housing <br /> Authority will be owner and will be manager of the complex when it is built. When questioned about the 100 foot buffer <br /> surrounding the complex, the architect send this was a requirement by the Board of Selectmen and He explained that the <br /> parking area had to be extended for fire truck access to the building. <br />
