Finance Committee Minutes <br /> Page 4. <br /> January 13, 1988 <br /> Article 4110 seeks town approval to vote to transfer and appropriate <br /> from available funds $5 ,000 to the Water Commissioners Expense Account. <br /> Finance Committee members agreed to wait till their meeting on January 19th <br /> to discuss with Selectmen. <br /> Article 4111 concerning the receipts from the Systems Development Charges <br /> assessed by the Water Commissioners will be discussed with the Selectmen <br /> on January 19th. <br /> Article 4112 received Finance Committee approval. This article seeks <br /> inter-department transfers for the funding of a full-time police officer <br /> position. <br /> Article 4113 received the Finance Committee's approval. This seeks town <br /> approval to transfer $3,500 from the Dispatcher's Salary Account to the Police <br /> Expense Account for thepurpose of installing a radio satellite receiver in <br /> the northern sector of town. Finance Committee members agreed that this was <br /> needed. <br /> Article 4114 Finance Committee members approved this article as it is <br /> an inter-department transfer of funds . It seeks to have $5,000 transferred <br /> to the Department of Public Works Road Maintenance Account transferred from one <br /> or more DPW accounts. <br /> Article 4115 received Finance Committee approval. This article will <br /> change the Town By-Laws to read as follows: "Articles in Warrant. The <br /> articles shall be considered in the order in which they appear in the warrant." <br /> Article 4116 concerns septic permits. There is some concern over the <br /> wording of the By-Law and this article will be discussed at the January 19th <br /> meeting. <br /> Article 4117 concerns the receipts from the Sewage Disposal System Review <br /> Fees assessed by the Board of Health. The Board of Health is seeking to have <br /> these receipts reserved for future appropriation. Vern informed the members <br /> that she will be discussing the legality of this with Town Counsel Reardon <br /> and will let the Finance Committee know the outcome of this discussion on <br /> January 19th. <br /> Article 4118 seeks to add an Article to the Wetlands Protection. <br /> Lucille expressed her concern over Section 414.3. 11 as it appears there is <br /> no limit as to what the Conservation Commission can do on private property. <br /> This issue will be discussed with the Selectmen on the 19th. Carl noted that <br /> he will speak with Town Planner Fudala to get maps and exact locations of <br /> properties discussed in this article. <br /> The meeting adjourned at 9 p.m. and the next scheduled meeting is on <br /> the 19th at 7 P.M.
