Finance Committee <br /> February 8 , 1989 <br /> Page 3 . <br /> DPW street sweeper - Selectman Jacobs noted that she had met <br /> with Ernie and he noted the need for a sweeper for <br /> the town . He explained that he would be able to <br /> recover a lot of the sand that he had to put down <br /> for icy conditions . It could be screened and used <br /> again . Murphy noted that come March the roads are <br /> actually hazardous due to all the sand on the road <br /> from the previous month ' s icy conditions . It was <br /> agreed that this should be funded from Free Cash in <br /> the Fall . <br /> Chapter 90 road improvements - Murphy noted these funds should <br /> be from raise and appropriate and he informed the <br /> meeting that he was not sure of the amount . <br /> Route 151 traffic signal - Joseph Murphy recommeded that this be <br /> deferred to a special town meeting . Finance Committee <br /> would prefer that Fields Point pay the entire cost . <br /> Murphy noted that this was not the case as the Police <br /> and Fire complex are right there also , so it is not <br /> just for the benefit of the Fields Point Corporation . <br /> Recycling program - This is premature at this point and there <br /> is a need to establish a program Andrew Gottlieb <br /> expressed his desire that this program not get lost <br /> in the shuffle . The recycling program capital request <br /> was deferred . <br /> Mashpee Neck sewer project - This was deferred , to date there <br /> is nothing to hook up to . <br /> Capping of landfill - This will not be ready for the annual <br /> town meeting , there are no specs or bids for the <br /> annual . Murphy recommended that this be deferred <br /> to the first special of next year . <br /> Gas station - Andrew Gottlieb noted that there was a long <br /> pay-back period on this request ( $175 , 000) It was <br /> agreed that the town is really over paying for its <br /> gasoline at present . This should be deferred , perhaps <br /> in the Fall . <br /> Santuit Pond Estates roadway - Murphy noted that in accordance <br /> with town by-laws it is the responsibility of the <br /> Selectmen to come up with the legal and engineering <br /> costs on this . The costs could be recovered through <br /> a betterment . Murphy recommended taking the money <br /> for the first year ' s principal and interest from the <br /> Easements on Back Roads Account and borrowing the <br /> money and assess betterments in 1990 to include the <br /> legal and engineering costs . <br /> School site - Selectmen will meet with Dr . DeMoura and the <br /> Town Planner . There is a 10 acre site behind the <br /> Town Hall which would link three other town owned <br /> properties. All were in agreement that there is a need <br /> to proceed with this . <br />
