MA 02649 <br /> CE COMMITTEE <br /> FINANCE COMMITTEE MINUTES <br /> Town Hall <br /> April 10, 1990 <br /> Present: Ed Dolan, Carole Dunivan, John Ferriday; Tony Gallo, Carl Heller, <br /> Vern Polka, and Jim Vaccaro <br /> The Finance Committee convened at 7 p.m. -Member Ferriday expressed his <br /> concern about the present projected revenue figure— He cited the following <br /> as the reason for his concern. In the area of New Seabury where he lives there <br /> are reserved areas where there can be no construction. Last year Bright Coves <br /> paid $400 in taxes on these areas, this year the tax bill is $9,370. All <br /> these reserved properties are unbuildable, and they are assessed at over a <br /> million dollars. John further noted that this is just one area of New Seabury <br /> and he is not sure about the other areas. John said he is not sure what action <br /> will be taken. Member Vaccaro stated that a lot of people are making partial <br /> payments on their tax bills and this could present a cash flow problem for the <br /> town. <br /> Jim Vaccaro motioned that the minutes of the Finance Committee meetings <br /> of March 13, 14, 15, 1990 be approved. Tony Gallo seconded the motion and <br /> there was a unanimous vote of approval. <br /> Chairman Dolan informed the committee that the Fin Com Reserve as of <br /> March 30, 1990 was $67,264.10 and this figure reflected the Police Request for <br /> Transfer. <br /> The Selectmen have agreed that a member of the Finance Committee should <br /> be part of the Committee to establish a Financial Master Plan.' Both Carl and <br /> Tony volunteered to represent the Finance Committee. Vaccaro nominated both <br /> and the Finance Committee voted by ballot. Carl Heller was elected to serve <br /> on the Master Plan Committee. The Board Secretary was asked to address a <br /> letter to the Executive Secretary and the Selectmen stating this information. <br /> The Chairman informed the committee that a memorandum had been received <br /> from Ernie Virgilio. He has informed the committee that due to fiscal conditions <br /> of both State and Town the proposed construction project for Route 151 is not <br /> going to happen. This project would have included resurfacing of Route 151, <br /> repair work to drains and other related work. He expressed his concern that <br /> the road is deteriorating and that neglect will ultimately result in the need <br /> for total reconstruction. <br />
