Finance Committee Minutes 5/14/90 page 2 of 2 <br /> Ft1"C�learttnent <br /> The Fire Chief is requesting $12,000 in additional salary & wage funds and the Selectmen <br /> would like to discuss the request with the Finance Committee. Research has found that the <br /> Fire Department logged 9,100 overtime hours from July 1, 1989 to May 1, 1990. That is an <br /> average of 206 hours per week. The Fire Chief wants to man the fire station with 5 <br /> men/shift 6 months of the year, and 4 men/shift the other six months. The Finance <br /> Committee has tracked fire calls and, based on that information, suggested a split of 4 <br /> summer months (5 men) and 8 remaining months (4 men). <br /> I ax �©IT.... frea�ure r <br /> .................. .:. <br /> .. ........................:.................. <br /> The Tax Collector/Treasurer Anne Shaw attended the meeting to ask for support for <br /> Article 23 which requests a Water District clerk position be created. It will not be funded <br /> by the town, but by the Water District. FinComm does not recommend the town create a <br /> position for the Water District. Anne said the FinComm wanted people paid out of payroll <br /> accounts; currently the Clerk is being paid out of the temporary payroll acctount. If it isn't <br /> funded when the Water District takes over its own billing, then the person will no longer <br /> work for the town. FinComm is concerned that the Clerk, once s/he is included in the town <br /> employee contract, would continue to be paid by the town, even if the Water District no <br /> longer reimbursed the town. The Finance Committee did not change is position of being <br /> opposed to the creation of a position of Clerk for the Water District. <br /> The Finance Committee meeting was interrupted when the Finance Committee left to meet with <br /> the Selectmen to disucss the annual town meeting warrant. The Selectmen voted to support the <br /> Finance Committee recommendations for the School budget, Shellfish, Harbormaster and <br /> Herring Warden budgets, and an additional $2,000 for the Planning Department budget. The <br /> Board could not come to an agreement on how to support the Fire Department request for an <br /> additional $12,000. The Fire Chief will make his case on town meeting floor, and the <br /> Selectmen will decide how to support his request at that time. <br /> .................................. <br /> Articles:942 <br /> ................................... <br /> .................................. <br /> ................................... <br /> .................................. <br /> After meeting with the Selectmen, the Finance Committee resumed its meeting. Tony Gallo <br /> made a motion and Carole seconded it to recommend Articles 9 through 12 be indefinitely <br /> postponed. There was no discussion, and the motion passed unanimously. <br /> A;rttcle 1 <br /> Carl made a motion and Tony seconded it to reconsider Article 17. The motion passed <br /> unanimously. FinComm had previously voted to Not Recommend this article. Carl made a <br /> motion and Tony seconded it to indefinitely postpone Article 17 until the fall annual town <br /> meeting when a new job description can be presented.
