MA 02649 <br /> FINANCE COMMITTEE MINUTES <br /> Town Nall <br /> June 19, 1990 <br /> Present: Carole Dunivan, John Ferriday, Tony Gallo, Deirdre Greelish, <br /> Carl Heller, Vern Polka, and Jim Vaccaro <br /> The Finance Committee meeting commenced at 7 p.m. The first order of <br /> business was approval of Finance Committee Minutes. Vern motioned that the <br /> minutes of the April 25, 1990 meeting be approved as written. This motion <br /> was seconded by Carole and there was a unanimous vote of approval. Vern <br /> motioned that the minutes of the May 14, 1990 meeting be approved as written. <br /> This motion was seconded by Carole and there was unanimous approval of the <br /> motion. <br /> The Finance Committee members next addressed the application of the <br /> Conflict of Interest Statue relative to their position on the Finance Committee. <br /> Chairman Vaccaro noted that if a member of the Finance Committee is in <br /> conflict or has the appearance that he or she may be in conflict, it must be <br /> so stated. John Ferriday stated that he will continue to abstain from both <br /> discussion and voting on all matters related to the Conservation Department <br /> as he has been doing all along. Deirdre Greelish noted that her husband is <br /> a member of the Board of Health and she would not be participating in Board <br /> of Health discussions and votes. Tony Gallo noted that he does not feel <br /> he is in conflict, even though his wife is now a contracted teacher in the <br /> town of Mashpee and he himself is a member of the School Building Committee. <br /> He stated that he would like to continue to vote and discuss all school issues. <br /> Chairman Vaccaro stated that Town Counsel has advised that Tony must step down <br /> at this point on all school issues. Tony informed the members that he will go <br /> to the State Ethics Committee for a ruling to clarify this situation. <br /> Vern noted a concern she had regarding the Conflict of Interest Statute. <br /> She stated that it was her understanding that a Finance Committee member should <br /> not be a member of any other board or committee that expends town funds. <br /> Deirdre expressed her concern, as a member of the Town Hall Building Committee. <br /> Chairman Vaccaro stated that the procedure, according to the State Ethics <br /> Committee, is for the person involved to seek a request for a ruling. <br /> The Board Secretary was asked to forward a copy of the minutes to the Town <br /> Clerk to apprise her of the issue of Conflict of Interest. <br />
