Finance Committee <br /> June 19, 1990 <br /> Page 2.. <br /> Chairman Vaccaro distributed to the members the FY 91 Liaison Assignments. <br /> The assignments are as follows: Fire carol Dunivan <br /> Police John Ferriday <br /> Council on Aging <br /> Animal Control <br /> School Carl Heller <br /> Treasurer/Collector Tony Gallo <br /> Assessors <br /> Town Planner/Planning Board <br /> Personnel <br /> Clerk <br /> DPH Vern Polka <br /> Board of Health <br /> Sewer Commission <br /> Leisure Services Deirdre Greellsh <br /> Harbormaster <br /> Shellfish <br /> Herring Warden <br /> Library <br /> Selectmen Jim Vaccaro <br /> Accountant <br /> Conservation Commission - <br /> Building Committees <br /> Vaccaro noted that the Selectmen have also appointed Liaisons to the the various <br /> town departments and it would be helpful for the Finance Committee Liaisons and <br /> the Selectmen Liaisons to interface. <br /> Diane P.ommelmeyer the Town Accountant joined the meeting to discuss possible <br /> Overlay deficits and possible Free Cash deficit. She noted that tax collections <br /> are at 859 and there is a Free Cash deficit with two weeks to go. She noted that <br /> she does not have the abatements for May and June yet and these abatements will <br /> lessen receivables. The Town Accountant stated that at present there is a Free <br /> Cash deficit, but will have to see what happens in the next two weeks to the end <br /> of the fiscal year. She stressed that the figures are still just estimates and <br /> she was just present to caution the Finance Committee. She will know by July 15th <br /> if the Town is in a deficit position. <br /> The Finance Committee next addressed the $85,817.78 Falmouth Tuition deficit. <br /> This is $85,817.78 more than was in the tuition account and will have to be <br /> carried forward as an unpaid bill. Chairman Vaccaro noted that the school did <br /> not spend all of their money for FY 90 and they are planning on turning back <br /> somewhere between $125,000 — $150,000. Jim noted that the town will have to <br /> pay all that is available and carry over the remaining amount as a deficit. <br /> Ile also stated the possibility of having to go into the budgets to get this money <br /> if the funds are not available in the Fall. The Chairman proposed that the <br /> Finance Committee consider combining the Falmouth Tuition and the School Budget <br /> next year, allowing the Superintendent to handle both in one budget. Members <br /> questioned the reason for this deficit. Jim noted that it appeared to be the <br /> result of additional students. <br /> The Finance Committee addressed Requests for Transfer from the Reserve <br /> Account. Anne Shaw, Treasurer/Tax Collector addressed two Requests that she <br /> had submitted. The first Request was for $2,000 to be transferred to <br /> .Unemployment. This request was made due to unexpected layoffs of personnel <br /> in the school lunch program. Anne noted that he had laidoff two cooks and hired <br /> three substitute cafeteria workers. Deirdre questioned why the Superintendent <br /> hadn't hired back the cooks if three new people were required. Carl agreed to <br />
