MA 02649 <br /> OFFICE OF EXECUTIVE SECRETARY <br /> TO: Members of the Finance Committee <br /> FROM: Rob tenour, Jr., Executive Secretary <br /> DATE: March 2, 1993 <br /> RE: Fiscal Year 1994 Proposed Budget <br /> On behalf of the Board of Selectmen, I am pleased to forward to you for your review and <br /> recommendation the Selectmen's Proposed Budget for the Fiscal Year July 1, 1993 <br /> through June 30, 1994. The attached budget reflects a fiscally conservative viewpoint,and <br /> provides for certain initiatives, within the framework of limited resources, for improving <br /> the delivery of services for our growing Town. <br /> While Fiscal Year 1994 is shaping up to be another tight financial year for the Town of <br /> Mashpee, in no way can we be considered to be in the same type of fiscal crisis which has <br /> faced the entire Commonwealth over the past three years. In analyzing revenues, we see <br /> very modest growth in local estimated receipts,which is a positive local indicator, <br /> demonstrating a slight turnaround in motor vehicle excise taxes and local permits and fees. <br /> Additionally, direct budget savings of approximately$135,000 in Town insurance and <br /> $73,000 in short-term interest as a result of quarterly tax bills has helped to offset our <br /> constrained revenue base. <br /> Although some limited new growth and a new debt exclusion for the construction of the <br /> middle school addition have buoyed our local property tax collection, the Board remains <br /> extremely concerned regarding the large share of overall revenues,currently over eighty- <br /> three percent, which property taxes comprise. The primary reason for this high percentage <br /> is the continued lack of State aid as a significant revenue source for this community. The <br /> Board of Selectmen wishes to continue to work with the Finance Committee to impress <br /> upon our legislative delegation the importance of State revenues as a component of our <br /> local budget. <br /> Given our modest financial growth from fiscal year 1993, the Selectmen have proposed an <br /> annual budget which, while taking an extremely conservative viewpoint toward municipal <br /> spending,provides leadership and direction in proposing certain limited policy initiatives to <br /> achieve some of the goals for the Town which have been adopted by the Board. These <br /> initiatives have been achieved, within the context of a balanced budget, in as economical a <br /> fashion as possible, and should help to move the Town forward as we continue to grow. <br /> Fiscal year 1994 budget initiatives include the following areas: <br />
