Page 2 <br /> hiring of a Director. <br /> The next topic discussed was the Board Secretary Salaries/Wages <br /> Account. Mr. Whritenour explained that every year this requested <br /> amount grows. There are 13 Boards with over $37,000 in secretarial <br /> services requested. It was mentioned that the Finance Committee <br /> had requested almost double the amount from last year. The Finance <br /> Committee agreed that this was an error and sent a copy of a <br /> previous set of Minutes to Marilyn Farren. The Finance Committee <br /> requested funding for approximately 26 meetings. Mr. Goggin <br /> mentioned that he felt some of the Boards fall under the control of <br /> the Board of Selectmen and should only be allowed so many meetings. <br /> Mr. Dunivan also reminded the Finance Committee that this had been <br /> discussed last year, when it was his suggestion to review certain <br /> departments to see what is State mandated and what is not. This <br /> would find the departments who legally needed Minutes prepared by <br /> a Board Secretary and which departments should have a board member <br /> preparing their Minutes. Mr. Whritenour mentioned the South Cape <br /> Advisory Committee as being a Committee in which Mr. Dunivan may be <br /> referring to. He stated that research needs to be done and he <br /> would look into this. The Finance Committee mentioned the Board of <br /> Health secretary, Conservation and the Building Department <br /> secretaries who record meeting Minutes as described in their <br /> contracts. The question was why the Conservation secretary was <br />• being paid Compensation Time? How are these meetings handled and <br /> who can resolve the issue of how they are paid? There was no <br /> resolution. It would be looked reviewed. <br /> Mrs. Sullivan asked about the budget request from the Town Clerk. <br /> There are two positions requested in the budget. One is a grade 6 <br /> and one is a grade 10 . which position should be there? Ms. <br /> Greelish stated that town meeting created a grade 10 position. Mr. <br /> Goggin stated that there should not be two positions there if the <br /> grade 6 position was reclassified. Mr. Whritenour answered that <br /> yes this was incorrect and would be amended. <br /> Ms. Greelish asked the Personnel Board if they would take a <br /> position on the many new jobs requested, eg. full time <br /> Harbormaster, etc? They were not able to take a position. Ms. <br /> Greelish felt that it should not be in the Budget if Personnel <br /> hasn't even had a chance to review these requests. Mr. Sullivan <br /> stated that Mr. Whritenour reviews the requests and then they are <br /> looked at by the Personnel Board. Mr. Dunivan suggested that the <br /> Personnel Board consider using volunteers to help with the overload <br /> in Town Hall. Mr. Sullivan indicated that currently there is a <br /> program in place for people wishing to volunteer. The problem is <br /> that there are not people busting down the door to volunteer, <br /> according to Mr. Sullivan. Mr. Dunivan felt that many residents do <br /> not know about the opportunity to volunteer. Mr. Sullivan would <br />• get information to Mr. Dunivan. <br /> The Finance Committee asked about the request for a 53rd week of <br />
