• MASHPEE FINANCE COMMITTEE MEETING MINUTES
JANUARY 19, 1994
MEETING COMMENCED AT 7:OOPM
Members Present: Dan Goggin, Chairman; Deirdre Greelish; Denise
Sullivan; John Ferriday and Roger Dunivan. Tony Gallo and Marcia
King were unable to attend. Robert Whritenour, Executive
Secretary, was also present for this discussion.
The Personnel Board was invited to this meeting to discuss certain
issues. The members in attendance from the Personnel Board were
Robert Sullivan, Marilyn Farren and Joseph Dellagala.
Please note for the record that the taping of this meeting was for
the transcription of the Minutes only, and will be reused once the
Minutes are approved.
Denise Sullivan MOTIONED to accept the Minutes of January 5, 1994
and the Minutes of January 12 , 1994 as written. Deirdre Greelish
seconded the Motion and members voted unanimously in approval of
the Minutes as written. Roger Dunivan abstained from voting on the
Minutes of January 12 , 1994, due to his absence from the meeting.
• The first issue which the Finance Committee members discussed with
the Personnel Board was the Board of Health agents, the Town Clerk
and the Treasurer/Tax Collector. Their question was why these
particular individuals could not be placed into the Personnel
Administration Plan. Ms. Farren stated that the Personnel Board
would be reviewing the PAP. Mr. Sullivan also added that the
Personnel Board was looking to revamp the PAP, but he felt a hired
consultant was needed to do this correctly. Ms. Sullivan asked why
they were looking to hire a full time director and not a
consultant? Mr. Sullivan responded that a consultant would be a
one time deal and the director was needed full time. Mr.
Whritenour added that he would like to complete an analysis of wage
classifications. Ms. Sullivan stated that this was done
previously. Mr. Sullivan indicated that it was done piece meal and
needed to be updated. Ms. Sullivan stated that it would be
unlikely for her to go along with a new Personnel Director, without
first seeing a job description. She also felt that Ms. Farren had
just been reclassified to Administrative Assistant and should be
doing this type of work. Ms. Greelish questioned the Personnel
Board as to whether a clerk could be hired to work under Ms. Farren
rather than hiring a Director? Ms. Farren stated that she could
use a clerk in the office for approximately 18 hours per week. She
also stated that she has one floating clerk budgeted and requested
an administrative floating clerk. Mr. Sullivan stated that the
problem with the floating clerk is that there are many departments
who also need to utilize her and Ms. Farren is still in great need
• of assistance. The Personnel Board would not answer whether or not
they could get along with an assistant to Ms. Farren instead of the
