Page 3 pay. Mr. Whritenour felt that he would like to just get caught up so that everyone will get paid. Mr. Goggin asked that he look into this issue so that it won't happen again in the future. The Personnel Board left at 8:10PM. The Executive Secretary elected to stay to listen to the Finance Committee in regard to the Five Year Financial Plan. Mr. Goggin issued copies which he intended to review with the Board of Selectmen on Monday night, January 24th. Mr. Whritenour suggested that the high school building and the land should be incorporated into one figure. The figure would fall under Temporary Borrowing for FY95 and FY96. The High School and land will be bonded as one. The Committee asked Mr. Whritenour about the Otis Treatment Plant? Ms. Greelish commented that an engineer needs to be hired and we need certain money budgeted for this. Mr. Whritenour stated that he thought this money has already been budgeted. Mr. Goggin asked if the bills will be split proportionately with the Town of Sandwich? Mr. Whritenour answered that Mashpee is saving some money having the same legal counsel as Sandwich as well as having the same company preparing the management study. Ms. Greelish indicated that the Town has $111,000 less in debt that than in FY94 . She would like this excess to be placed in reserve • for debt inside the cap. Mr. Whritenour and Mr. Dunivan were not comfortable with $5,000 per pupil as computed on the Plan under Education. Ms. Greelish indicated that she used the Department of Education classification there. This figure is different from the State formula to compute the figure. Mr. Goggin suggested that maybe by using the State Formula they are trying to let us know that Mashpee should not be building a high school. Ms. Greelish stated that she could do a spread sheet to follow the debt schedule and the number of students. Mr. Goggin felt that the figures she had in the plan currently were fine. The Committee mentioned Stabilization. Ms. Greelish suggested taking the grand total subtract from total revenues and place in Stabilization. Mr. Dunivan indicated that he would like to place a percentage of revenues into Stabilization. Mr. Goggin issued a copy of a request for Sealer of Weights and Measures for the members review. They agreed that this was fine. Ms. Greelish issued a copy of her budget worksheet. Mr. Goggin asked if this would be publicized and she stated that yes it would. There was also a memo addressed to Mr. Whritenour from the Chief of Police amending their budget request. Each Finance Committee • member received a copy of the memo.
