Mr. Goggin asked that he look into <br /> this issue so that it won't happen again in the future. <br /> The Personnel Board left at 8:10PM. The Executive Secretary <br /> elected to stay to listen to the Finance Committee in regard to the <br /> Five Year Financial Plan. Mr. Goggin issued copies which he <br /> intended to review with the Board of Selectmen on Monday night, <br /> January 24th. Mr. Whritenour suggested that the high school <br /> building and the land should be incorporated into one figure. The <br /> figure would fall under Temporary Borrowing for FY95 and FY96. The <br /> High School and land will be bonded as one. <br /> The Committee asked Mr. Whritenour about the Otis Treatment Plant? <br /> Ms. Greelish commented that an engineer needs to be hired and we <br /> need certain money budgeted for this. Mr. Whritenour stated that <br /> he thought this money has already been budgeted. Mr. Goggin asked <br /> if the bills will be split proportionately with the Town of <br /> Sandwich? Mr. Whritenour answered that Mashpee is saving some <br /> money having the same legal counsel as Sandwich as well as having <br /> the same company preparing the management study. <br /> Ms. Greelish indicated that the Town has $111,000 less in debt that <br /> than in FY94 . She would like this excess to be placed in reserve <br />• for debt inside the cap. <br /> Mr. Whritenour and Mr. Dunivan were not comfortable with $5,000 per <br /> pupil as computed on the Plan under Education. Ms. Greelish <br /> indicated that she used the Department of Education classification <br /> there. This figure is different from the State formula to compute <br /> the figure. Mr. Goggin suggested that maybe by using the State <br /> Formula they are trying to let us know that Mashpee should not be <br /> building a high school. Ms. Greelish stated that she could do a <br /> spread sheet to follow the debt schedule and the number of <br /> students. Mr. Goggin felt that the figures she had in the plan <br /> currently were fine. <br /> The Committee mentioned Stabilization. Ms. Greelish suggested <br /> taking the grand total subtract from total revenues and place in <br /> Stabilization. Mr. Dunivan indicated that he would like to place <br /> a percentage of revenues into Stabilization. <br /> Mr. Goggin issued a copy of a request for Sealer of Weights and <br /> Measures for the members review. They agreed that this was fine. <br /> Ms. Greelish issued a copy of her budget worksheet. Mr. Goggin <br /> asked if this would be publicized and she stated that yes it would. <br /> There was also a memo addressed to Mr. Whritenour from the Chief of <br /> Police amending their budget request. Each Finance Committee <br /> • member received a copy of the memo. <br /> Mr. Goggin mentioned that he would be invited to attend a meeting <br />
