TOWN OF MASHPEE <br /> PERSONNEL BOARD <br /> Minutes of Meeting, July 14, 1975 6 p.m. <br /> PRESENT: R.A. Graham, C. Brown, R. Maxim; Selectmen Benway and Hicks, and <br /> Sanford Kowal, Esq. <br /> Mr. Graham brought the meeting to order in his office at Sequoia Insurance <br /> Company, Mashpee. Mr. Kowal, Board's attorney for the purpose of negotiating <br /> the Fire Contract, read the proposed contract and there was lengthy discussion <br /> as to corrections or additions. Mr. Kowal will meet with Attorney Rossman, <br /> attorney for firefighters, in the near future to begin negotiations. <br /> Following this, there was a discussion of George Costa's status,with <br /> Selectmen Benway and Hicks. A letter will be sent to Selectmen explaining the <br /> situation to date and enclosing a draft of a suggested letter, which Selectmen <br /> will send to Det ective Costa. It was suggested, that Detective Costa be given <br /> two weeks notice to report back'to ;active duty.g <br /> A letter will be sent-to Selectmen, copies to -Town Accountant, Debra Mills, <br /> Agnes Gorton, Town Treasurer and Vis. H3righam approving the requested leave of <br /> absence for Agnes Gorton from July 1, 1975 to September 12, 1975; also, the Board <br /> has approved Mrs. Bingham's request to fill the,vacancy. created by Mrs. Gorton's <br /> leave of absence, and therefore recommends Debra Mills to the part-time position <br /> of secretary, Grade'6, Step 1 ® $2.90-per hour. This'job is to be effective <br /> subject to the approval of the Selectmen and will terminate no later than <br /> September 12, 1975. This position does not include town benefits. <br /> . A letter will be sent to Amelia Bingham approving her request for vacation <br /> for 5 days, July 8 through July 14, 1975; Mrs. Selena Coombs will be acting on <br /> Mrs. Bingham's behalf at the Museum during this period without compensation. <br /> Concerning Mrs. Bingham's recommendations for the breakdown of the salary <br /> for the Museum Director for the fiscal year 1975/76, a letter will be sent to <br /> Selectmen, copies to Mrs. Bingham and Finance Committee, stating that since the <br /> appropriation for this position was for an annual salary of $5250, and not as <br /> an hourly wage, it should be pro-rated over the fiscal year at an actual amount <br /> of $100.96 per week. Also, it is the assumption that the clerk referred to in <br /> the salary work schedule sent by Mrs. Bingham dated July 11, 1975; refers to <br /> the position nominally held by Mrs. Agnes. Gorton. The Personnel Board could <br /> only approve the breakdown of this salary work schedule on the basis that this <br /> position be re-classified on a part-time seasonal basis, and be excluded from <br /> participating in all fringe benefits. This decision was based on the fact that <br /> this job was originally funded on the basis of a part-time job regularly under <br /> 20 hours average per week, therefore not participating in the town benefit program. <br /> A letter will be sent to Mrs. bitam stating that the Personnel Board <br /> has not received the proposed breakdow for the Museum custodial position, and <br /> any recommendations by this board would be pursuant to receipt of this information. <br /> A letter will be sent to Chief Mills, Fire Department, with copies to Selectmen, <br /> Town Accountant and Town Treasurer, stating that call firemen and wage employees <br /> within the fire department are not affected by the collective bargaining procedure <br /> and all employees within this pay structure should be paid a 5% cost of living <br /> increase retroactive to July 1, 1975• Also, a letter will be sent to Town Treasurer, <br /> copies to Selectmen, Town Accountant, and President of Mashpee Firemen's Association, <br /> stating that according to agreement with both attorneys handling the fire contract <br /> negotiations, it is agreed that firemen will receive no cost of living or step <br /> raises as the contract will be retro-active to July 1, 1975• <br /> Having no further business, the meeting was adjourned at 11 p.m. <br />
