• h '
Chairman Dinizio explained to the architects tects at the October Town
Meeting this Committee must recommend one .site for a high school .
It needs to be cost effective, meet the needs of the students and
the community at large. After reviewing "wish lists" from the
Superintendent of Schools and Leisure Services Director, the
Committee has a good idea of where they are going. The next step
is to get professional guidance - which way do you think we
should be going? Mr. Franceschi reviewed some information with
the Board:
- The Committee may asked for approval for the funding at October
town meeting if they feel comfortable with the estimate.
- Should DRA meet with the "key players" in town or does the
Committee feel comfortable with the information they have
gathered? The Committee agreed it depends on DRA' s time frame.
DRA expects to be gathering site information over the next 2
weeks, doing a traffic study, and putting together a draft
program. They can be meeting simultaneously with the
Superintendent if necessary. They will then seek an agreement on
the general scope of the project. When that statement is
completed by DRA, it must be approved by the Committee, with
review by whomever they choose.
- The Committee must fill the needs of the high school curriculum
first and the community at large second within the budget
constraints.
- Mr . Greelish suggested having a community meeting with
• Superintendent, Leisure Services, etc. , a "free for all " to
gather any last minutes concepts. The Committee decided the
architects already have a lot of information, this may be better
after the DRA recommendation, which is just a site feasibility
and is not in cement.
- How much information does DRA need for a reasonable cost
estimate? Mr. Franceschi explained the allowable budget is
determined by a formula, allowable sq. footage per pupil ,
allowable dollars per sq. foot and an estimate can be determined
without any design. There are then tradeoffs, additional site
development may have to come from the building funds. The State
does not re-imburse for land acquisition.
Mr. Griffin suggested reviewing what the State allows and then
review the wish lists, how far off are they and what won't fit.
Mr. Jones would like to know what DRA thinks. What do they need
from this Committee to get the best possible analysis of the
sites?
Mr. Franceschi responded the major issue is the goals of the
Committee, of the Town. The student population , the grades the
building will serve, will there be another elementary school on
site. Previous planning work done by the town will be taken into
consideration i .e. open space plans, well protection zones,
demographic centers. The criteria of the Committee; some of it
was developed through earlier committees - new facility close to
• the school population, traffic generation and impact of future
development in that area.
3
