• Core facilities should handle ultimate population, they should
include: Cafeteria, Gym, Library, Auditorium, Administration
area.
It can be designed with wings, with one wing housing 350 students
and some administration offices. The initial building can handle
a complete curriculum before the addition.
Ultimate size building 209 ,000 sq feet - 26 , 000 sq foot wing, the
initial building will be approximately 183,000 sq feet.
It results in a larger building initially and a more economical
addition in the future.
Mr. Jones asked if the State has to commit for the full amount?
Mr. Franceschi stated the addition is treated as a separate
project.
The Committee asked how aggressive bids have been? Mr.
Franceschi stated they still see some intense competition .
Mr. Franceschi stated the State will support what a town wants to
do for energy systems, i .e. heat recovery systems, as long as you
don't exceed the limit. It is one of the tradeoffs the town has
to make. It is his opinion there are more savings on the air-
conditioning system.
• Chairman Dinizio stated the Committee had not previously
mentioned air-conditioning but would like to look at it.
Chairman Dinizio received a memo stating all articles for fall
town meeting are due on August 9th. This Committee has to focus
on what they are going to ask the Town for and have to come to a
consensus as a Committee.
Tom Fudala stated the article will have to specify exactly the
piece of land they want to acquire. The Committee decided to
submit two articles in their entirety and shave off pieces as
necessary. The article must include the cost of the land, the
cost of borrowing and some fees, Anne Shaw usually calculates the
amount.
Bill Jones stated a single purpose special town meeting in late
October, early November makes sense as opposed to being just one
of many items on the agenda.
An eminent domain taking requires a two-thirds vote of town
meeting and an appropriation outside of Prop. 2 1 /2 also requires
a two-thirds vote.
There has to be an election for the tax exemption, having two
ballot questions (for two sites) may be a problem. The Committee
must determine the deadline for that.
• Chairman Dinizio will talk with the Selectmen's office regarding
these issues, articles, election, special town meeting.
2
