They should keep pushing to get it completed on <br /> schedule. <br /> Chairman Dinizio explained the building accounts for only 15 <br /> cents of every educational dollar spent. <br /> Mr. Franceschi stated you do not get help from the State in <br /> operating costs. There may be ways to design the building now to <br /> help reduce operating costs for the future. <br /> The Committee reviewed the architects initial thoughts and <br /> worksheets on the sites: <br /> Davis School /Town Hall Site- Gary Larson presented the prepared <br /> worksheet with overview information including contours and <br /> wetlands. It showed portions of the site which are 10% steeper, <br /> and there are quite a lot of them. (As example, on a major <br /> highway you never see a slope of 10%) . Generally 8% or over you <br /> begin to incur additional costs. However earthwork is the least <br /> expensive form of construction. It is a little more challenging <br /> than a flat site. <br /> Mr. Franceschi said recommendation is to take full lots so there <br /> may be extra property. <br /> The Committee discussed some of the specific parcels with DRA and <br /> some possible access points. <br /> Ms. Ahlgren stated this Committee must mention the possibility of <br /> another elementary school on the site, that was a major <br /> recommendation of the Educational Facilities Needs Committee, <br /> that a site is needed for at least another school . <br /> Steve Greelish discussed a concern of one parcel which was the <br /> former town dump. They do not yet have much information on it <br /> but the garbage used to be burned and that creates concentrations <br /> of heavy metals. Eventually the town will have to do something <br /> about it. <br /> Mr. Larson stated it can be capped and used as a playing fields <br /> but not as parking because it can settle. <br /> DRA will do more extensive investigation of that issue. <br /> Tom explained one of the private sites is covered with old gas <br /> tanks, etc. He also stated the Peters property land swap did <br /> not happen because of title problems. <br /> Goodspeeds Road is a l <br /> e, �bnQrGlAnt way and they will have to be <br /> careful to work around it, it predates 1846 . , <br /> 151 Site- Gary Larson presented the worksheet he prepared for the <br /> site. The power lines cut through it and to the south is steep <br /> or wetland and a proposed location for a future well . From the <br /> middle of the site heading south is a proposal for wetland <br /> habitat protection site. It does not mean it is unbuildable, <br /> just another level of permitting. The whole property is part of <br /> the proposed Federal refuge. There is a conservation buffer 400 <br /> feet from the River. The entire site is part of the groundwater <br /> 3 <br />
