• notification letter to the State. <br /> Mr. Jones reminded the Committee that David Backland offered to <br /> spend time guiding the Committee through the process. <br /> Tom Fudala distributed copies of the appraisal RFP and a summary <br /> map of where students live in Town . <br /> He explained GZA would like to do hydrogeological work on some of <br /> the sites and were concerned about permission. Town Counsel said <br /> they have to get land owner permission to get on the property. <br /> They must send a request letter and get a response. The only <br /> alternative is to take a temporary easement and pay land damages <br /> but it takes a town meeting vote. They have the right to use <br /> Goodspeed road for passage put cannot put any holes in it. <br /> The Committee discussed the options. They can hand deliver some <br /> of the letters but one parcel owner lives in New Jersey. They <br /> can call owners to tell them the letter is coming and is <br /> imperative to send it back. They have permission to use the <br /> south portion (Cranberry Hollow) . The 3 sites GZA wants to look <br /> at are privately owned - Peters property (owned by West) , Als and <br /> Leary. GZA can attempt to develop a plan that does not involve <br /> getting on those properties. <br /> Tom will draft a letter for Bob Whritenour and will attempt to <br /> phone owners but he is sure Town Counsel will require written <br /> permission. <br /> • Ms. Murtha stated if a municipality suspects there is hazardous' <br /> waste on a property , she doubts they need permission . The <br /> Committee could discuss with the Board of Health getting onto the <br /> Leary property. <br /> Chairman Dinizio will call Bob Whritenour and Selectmen Vacarro <br /> telling them how disappointed the Committee is with the hurdles <br /> they have to get over to get information . <br /> **Can the Committee choose an appraiser the day the proposals are <br /> due? <br /> It is a 2 step RFP - the Committee must analyze the <br /> qualifications first and then open the bid (price) . The <br /> Committee can consider the people and soon after open the price. <br /> As printed in the Enterprise, proposals are due on Sept. 7th, in <br /> the RFP is stated to be Sept. 10th. The RFP will be changed to <br /> read the 7th. <br /> FUTURE AGENDAS <br /> Hire a consultant to guide the Committee until a high school <br /> principal is hired. What services should the consultant provide: <br /> - work with School Committee and Superintendent to narrow down a <br /> lot of details. <br /> - develop criteria for building a school , sizes, equipment, <br /> education specifications. <br /> work daily on the details, working between Selectmen, <br /> • 2 <br /> I <br />
