3. FY 12 Budaet update (Superintendent Bradshaw's SC report 11/17/10) b
We reviewed the Superintendent's power point on the.preliminary FY12 school budget. --
$18,260,433 FY12 Town School Budget—Level Funded FYI Budget
$18,260,433 FYI School Budget
$18,881,299 FY12 School Preliminary Budget (Maintenance of current services)
FY12 Preliminary School Budget: 3.4% increase over FYI Budget
School budget variables: Special education transportation contract, prepays, out-of-district
tuition for special education students, state and federal grants, Chapter 70 funding,
education increments (staff.professional development), circuit breaker monies.
Some line items included in the FYI budget were reduced by prepays. Without a repeat of
the.prepays, the line items in the FY12 budget will be higher.
It is our understanding that other town department budgets for FY12 are scheduled to be
level-funded on the expense side, but include contractual salary increases. The town is not
currently offering the Schools the same option.
We had some difficulty following the power point handout without the benefit of Mrs.
Bradshaw's.presence to provide further explanation as was done at the School Committee
meeting. We look forward to Mrs. Bradshaw's budget presentation to the Council in the
coming months.
Council members do not want a combined KCC/Quashnet budget presentation by Mrs.
Bradshaw. Council members prefer a separate presentation so questions specific to
Quashnet can be addressed. .
Per the request of School Council members, I am,providing FYI budget data related
specifically to the Quashnet School.
FYI Quashnet Salaries (Non-Special Education) $2,889,744
FYI Quashnet Operating Expenses Budget 154,219
$3,043,963
FYI Quashnet Special Education Salaries $1,010,400 (Special Ed. Budget)
FY 11 Quashnet Nurse's Office Salaries $ 99,800 .(District Health Budget)
FYI Quashnet Special Education Expenses $ 47,584 (Special Ed. Budget)
FYI Quashnet Nurse's Office Expenses $ 2,940 (District Health Budget)
Copiers and Postage(all schools)are included in the System-wide Administration Expenses Budget.
Note: Included in each month's School Committee packet(and posted on-line) is a
detailed breakdown of the FYI budget and the spending status for each line item.
4. _2010-2011 School Improvement Plan (SIP)—Presentation to SC on 12/8/10
On 12/8/10 Mrs. DeBoer presented MCAS student, performance data to the School
Committee—detailing our 09-10 School Improvement Plan (SIP) student academic
achievement goals—whether they were met or not met. A handout of this data was
reviewed both with the School Committee and.the School Council. While our 09-10 SIP
student academic achievement goals were not met, additional MCAS student
performance data was provided to the School Committee. This data shows that in
Grades 3, 4, and 6 a greater percentage of our students scored Advanced/Proficient
than the State average in ELA. In mathematics a greaterpercentage of Quashnet
students performed at the Advanced/Proficient level in grades 3 and 4.
