Tom does not know if the school department will be attending. <br /> High school Treatment Plant <br /> Tom attended a meeting with the policy sub-committee of the school committee (3 members) <br /> Earth Tech was also in attendance. <br /> The new discharge permit requires onerous sampling and disinfection. Earth Tech provided a list of <br /> possibilities: <br /> - Attempt to have the boundary of the Zone II amended by installing monitoring wells to show the <br /> groundwater is flowing away from the discharge area. <br /> This appears to be the quickest, cheapest and simplest attempt to resolve the problem. <br /> A more expensive option is re-modeling the entire recharge area for the Zone II of the Holland Mills <br /> well. <br /> - Turn off the portion of the discharge system that is inside the Zone II. The plant only averages <br /> 4,000 gallons per day, and is permitted for 18,000. They would have to do some re-piping. <br /> - Convert to a Title 5 system. However, anything over 600 gallons per day must be a de-nite <br /> system to meet Mashpee Board of Health regulations <br /> Don asked what the average flow over the 12 months is? Tom had a chart which they reviewed. <br /> Maximum day was 9,000 gallons. <br /> Earth Tech said there is not enough nitrogen load to feed the de-nite. They are having trouble meeting <br /> the permit requirements. <br /> Tom mentioned the scenario development at this meeting. He also told them of other developments in <br /> the area: proposed new assisted living facility on Rte 151, Mashpee Village needs to add a treatment <br /> plant, possibility of tying in Housing Authority property,the trailer park. <br /> Tom expressed to them that the school committee should be working with the Sewer commission and <br /> they agreed. <br /> Short term: resolve the discharge permit <br /> Mid term: sharing their facility with neighbors <br /> Long range: participate in long range facilities plan <br /> Tom also told them the Sewer Commission needs to know if they can consider discharge under the <br /> ballfields, in the long term. <br /> The committee decided that Earth Tech will do the modeling in an attempt to move the Zone II. <br /> Currently they are violating the nitrogen limit in the permit,so even if they are out of a Zone II,there will <br /> be plant upgrades to do. <br /> Tom has been appointed to the Smart Growth working group, a group looking at zoning, planning, smart <br /> growth issues that come from sewering a town. Sue Rask is spear heading this. <br /> Falmouth's grant request, which they asked Mashpee to endorse,was approved. <br /> Capital Improvement Program: last year's submitted request was for $8,800,000 for the effluent <br /> pipeline. The cost is based on Barnstable's cost of pipeline. <br /> Don is concerned we are being conservative. <br /> Next year, this list may be completely different when there is a completed plan. The numbers are really <br /> unknown, it is just to put on record that these items are coming up. <br /> ** Don made a motion to submit the Sewer Commission's capital facilities request of <br /> $8,800,000.
