Submitted by the Board of Health <br /> Explanation: In 1993 D.E.P. classified unlined, municipal landfills into four categories based <br /> on available information. The four categories are Significant Threat, Potential Threat, No <br /> Present Threat and Inconclusive Data. The Mashpee landfill originally was categorized as a <br /> significant threat, however, after providing D.E.P. with additional information, the landfill was <br /> reclassified as a Potential Threat. The D.E.P. initiated negotiations with Mashpee to arrange a <br /> landfill closure schedule, as a result, the Town was able to extend the life of the landfill to 1998. <br /> However, the D.E.P. requires that the engineering work associated with the closure be completed <br /> in advance. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Caffyn. M <br /> I move the Town provide for design, construction, construction administration and an analysis of <br /> remediation alternatives for the closure and capping of the Asher's Path sanitary landfill as <br /> required by the Department of Environmental Protection; and for said purpose and expenses <br /> incidental and related thereto the Town appropriates and authorizes the Treasurer with the <br /> approval of the Board of Selectmen to borrow $1,263,000 at one time or from time to time <br /> pursuant to Chapter 44, Section 8(24), of the General Laws, or any other enabling authority, and <br /> to issue bonds or notes of the Town therefor, and further to raise and appropriate $500 to the <br /> Debt Issuance Account, and the Board of Health, acting through its Chairman, be authorized to <br /> apply for, accept and expend any state or federal grants or loans which may become available for <br /> this purpose. <br /> Motion passes unanimously at 7:55 p.m. <br /> Article 14. <br /> To see if the Town will vote to raise and appropriate or transfer from available funds a sum of <br /> money to the Board of Selectmen Rewards Account, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: This money is necessary to allow the Town to offer rewards for information <br /> leading to the conviction of vandals to Town property. <br /> Recommendation: The Finance Committee recommends approval. <br /> Motion made by Selectman Mills. <br /> I move the Town vote to raise and appropriate $500 to the Board of Selectmen Rewards <br /> Account. <br /> Motion passes unanimously at 7:56 p.m. <br />
