i <br /> ARTICLE 17 <br /> To see if the Town will vote to petition the General Court for special legislation to <br /> reclassify the Animal Control Officer as a Group 4 member of the Barnstable County <br /> Retirement System, or take any other action relating thereto. <br /> Submitted by the Board of Selectmen <br /> Explanation: As a part of the negotiations to settle the collective bargaining <br /> agreement between the Town and the MLDC Administrator's Unit, the Board of <br /> Selectmen have agreed to sponsor an article to shift the Animal Control Officer into <br /> Group 4 of the retirement system. This is the group which includes law enforcement <br /> officers. <br /> ARTICLE 18 <br /> 1..1 <br /> To see if the Town will vote to raise and appropriate, borrow or transfer from available <br /> funds $120,000 or any other sum for the cost of architectural and engineering services <br /> for plans and specifications for the expansion and renovation of the Mashpee Public <br /> Library and for expenses incidental and related thereto, and further, to raise this <br /> appropriation, to authorize the Town Treasurer, with the approval of the Selectmen, to <br /> borrow at one time or from time to time said funds under and pursuant to the <br /> provisions of Chapter 44, Section 7 of the General Laws, or any other enabling <br /> authority, and further to approve a planning project to determine feasibility and design <br /> for an expansion to the Mashpee Public Library and to authorize the Library Board of <br /> Trustees, with the approval of the Selectmen, to apply for, accept and expend any state <br /> or federal grants, gifts or other outside funding to be applied toward this purpose, or <br /> take any other action relating thereto. <br /> Submitted by the Capital Improvement Committee <br /> Explanation: The Town has long since outgrown the existing library as a result of <br /> Mashpee's enormous population growth during the last decade; growth which has <br /> included a new elementary school, expansion of the middle school and a new high <br /> school. The library was built for a collection of 25,000 items. The building is at 135% <br /> capacity and demand for its services has increased each year. Circulation of library <br /> materials has increased 186% from the time the building was opened.
