LIPKIN - Request a Special Permit under Section <br />5.1 of the Zoning By-laws for permission to install a pool and a deck <br />on property located at 63 S. Waterline Drive (Map 120, Lot 143) Mashpee,MA. <br />Members sitting: C. Hawver, R. Halpern, E. Govoni <br />John Slavinsky of Cape 6 Island Surveying represented the petition. <br />He presented revised plans providing for a reduction in lot coverage from <br />30% to 23.5%. <br />Lisa Hanscom, Conservation Officer, considered the plans an improvement <br />but suggested that the fence be moved back 10'. <br />Mr. Slavinsky said new landscape plans were being prepared and fence <br />could be moved back. Richard Dubin, an abutter, had no objections. <br />Mr. Halpern moved to grant a Variance of 23' from the wetland. <br />Mr. Govoni seconded. All agreed. <br />Mr. Halpern moved to grant the Special Permit under Section 5.1 to <br />expand a non -conforming structure per plans dated October 25, 1988 and <br />revised January 5, 1989. Mr. Govoni seconded. All agreed. <br />JOHN MORGAN (Owners of record: Wm. Van Herwade and John L. Morgan) <br />Requests a Special Permit under Section 6.3.I.9 of the Land Use Requirements <br />for permission to construct a stairway and fixed pier in an R-5 zoning <br />district on property located at 111 River Road (Map 89, Lot 3) Mashpee,MA. <br />Members sitting: W. Hanrahan, C. Hawver, M. Makunas <br />George Throng of Arrow Engineering represented the petition. He reviewed <br />plans for a permanent dock and said he had submitted them to the Natural <br />Heritage Program and they had no objections. Lisa Hanscom, Conservation <br />Officer, replied that Natural Heritage was concerned only with certain <br />fish species but that the Conservation Commission had questions on the <br />length and size of the pier and navigation on the Mashpee River. <br />Joanne Ferragamo, Chairman of the Mashpee River Woodlands Committee, <br />said members of the Committee were trying to work with new developers <br />to conserve the environment along the river. She said that 10' x 10' <br />seasonal docks were common in the area. <br />John Morgan stated he was not opposed to making the dock smaller <br />and building a seasonal dock. <br />Tony Ferragamo, an abutter, suggested that pressure treated posts <br />be used instead of sonar tubes set in concrete. Paul Somerville, Shellfish <br />Constable had no objections. <br />4 <br />Mr. Hanrahan suggested that Mr. Morgan submit new plans after reviewing <br />with all parties concerned. <br />
