CHAPTER 3 TOWN GOVERNZIEW OPERATION <br /> Article 3.1 Town Contracts <br /> r <br /> Section 3.1.1 Public Bid. All contracts for the purchse of equipment, supplies <br /> or materials, the actual or estimated cost of which amounts to <br /> $4,000 or more, shall be awarded in conformity with the provisions <br /> of Chapter 40, Section 4G of the General Laws. (Amended at Annual <br /> Town Meeting May 7, 1984 and approved by the Attorney General <br /> September 17, 1984. ) <br /> Section 3.1.2 enditures. All purchases of equipment, supplies, and materials <br /> the esti ted value of which amounts to $300 or more, shall be <br /> submitted to the Board of Selectmen or its designee by the head <br /> of the department for approval prior to execution of the purchase <br /> agreement. (Amended at Annual Town Meeting May 7, 1984 and approved <br /> by the Attorney General September 17, 1984. ) <br /> Section 3.1.3 Awardin& of Contracts. On all contracts for which advertisement is <br /> required pursuant to Section 3.1.1 the award shall be made to the <br /> lowest responsible bidder. In making the award, preference shall <br /> be given to any bidder who is a resident of or who maintains a <br /> business in the Town of Mashpee but only insofar as the same does <br /> not represent a substantial financial loss to the town. (Amended <br /> at Annual Town Meeting May 7, 1984 and approved by Attorney General <br /> September 17, 1984. ) <br /> Section 3.1.4 Bides. All bids for advertised contracts of the Town shall i <br /> be returnable at the Selectmen's Office on a specific date and <br /> hour and shall be publicly opened and read by one of the Selectmen <br /> at that time, or by a designee of the Board of Selectmen at that <br /> time. <br /> Section 3.1.5 Collective Purchasi�n The provisions of 3.1.1, 3.1.3, and 3.1.4 <br /> shall be deemed to have been complied with on all purchases made <br /> through the State Purchasing Agent or the County Purchasing Agent. <br /> (Amended at Annual Town Meeting May 3, 1982 and approved by Attorney <br /> General September 7, 1982. ) <br /> Article 3.2 Transportation Regulations <br /> 'Section 3.2.1 Reimbursement. When any employee, officer, member of any unpaid <br /> board or committee, or member of the Board of Assessors, travels <br /> within or outside the Town of Mashpee, or when any member of a <br /> paid elected Board travels outside the Town of Mashpee, on business <br /> connected with official duties, he/she shall be entitled to receive <br /> reimbursement on the following basis: if travel is by rail, water, <br /> bus, plane or any public transportation, the amount of economy rate <br /> fare; if travel is by private motor vehicle, the rate of 21 cents <br /> per mile of travel. Reimbursement of travel expenses shall be made <br /> only with prior approval of the travel by the department head. <br /> -15- <br />
