4 <br /> Board of Selectmen <br /> Minutes <br /> . <br /> April 12, 2004 <br /> APPOINTMENTS AND HEARINGS: <br /> Talanian Project Update: <br /> Representatives from Talanian Real Estate Development were present to <br /> update the Selectmen on activities associated to the South Cape Village <br /> project. It was noted that functions applicable to phase I consider the <br /> donation of nine acres of open space. Safety measures include signage <br /> and placement marking on all five approaches to the rotary, and bypasses <br /> using Old Barnstable Road and Great Neck Road North and Jobs' Fishing <br /> Road, Donna's Lane and Great Neck Road South. <br /> Recommendations of phase II consider the proposal to signalize Route 28, <br /> Asher's Path and Orchard Road. With signalization, the level of service <br /> would operate at a level A/B versus a level service of F. It was noted that <br /> signalization in this area is a priority of the Board of Selectmen. <br /> In addition, improvements to the intersection of Great Neck Road North <br /> and Lowell Road are considered as is a sidewalk along Great Neck Road <br /> South. It was noted that the 20 foot easement is expected to go before the <br /> voters at Town Meeting for the sidewalk to be constructed from Donna's <br /> Lane to the Children's Museum <br /> Proponents of the project indicated that although their project has been <br /> downsized, they are committed to their fair share of$200,000 to assist <br /> with preliminary engineering and survey costs. <br /> Project engineers for the Talanian project also brought forth <br /> recommendations to improve the traffic flow at the rotary. The proposal <br /> considered a large round-about to improve the capacity and safety of the <br /> present rotary configuration. The plan in concept was detailed for the <br /> Selectmen's review. <br /> Gregory Taylor, Director of Public Works related concern with respect to <br /> the rotary proposal of two lanes merging at such a short distance. He <br /> stated that it is difficult to move from the inner rotary to the outer rotary to <br /> exit. <br /> The Selectmen agreed to take the matter under advisement at this time. <br />
