431 <br />Annual Town Meeting -14- May 1, 1978 <br />RRTICLE4.19:-_;uTdor"seeiif th6.=T6wn.,%willrvoteLto authorize the <br />Treasurer, with the approval of the Board of Selectmen, to <br />borrow a sum of money and issue bonds or notes of the Town <br />therefor, or to raise and appropriate and/or ttans£er from <br />available funds in the Treasury a sum of money for the con- <br />struction, original equipping and furnishing of a new muni- <br />cipal complex to be located on Town -owned land, to include a <br />Fire Headquarters and a Police Headquarters, including the <br />development and improvement of the site and approaches and <br />other costs incidental thereto and connected therewith and <br />for widening and improving Old Barnstable -Falmouth Road, and <br />for the purpose of paying interest on temporary loans issued <br />in connection with the financing of said projects; and, <br />further, to see if the Town will authorize the Board of Select- <br />men or their appointed agent to apply for, accept and expend <br />any Federal or other grants that may be available for the fore- <br />going purposes or take any other action thereon. <br />(Submitted by the Board of Selectmen) <br />(Submitted by the Municipal Site and Building Needs <br />Committee) <br />ACTION: Motion made and seconded that Article 19 be <br />accepted as amended: <br />"That the sum of $938,600 be hereby appropriated for the <br />construction, original equipping and furnishing of a new <br />municipal complex to be located on Town -owned land and to in- <br />clude a Fire Headquarters and a Police Headquarters, including <br />the development and improvement of the site and approaches and <br />other costs incidental thereto and connected therewith, <br />including Bond issuance costs and expenses, said sum to be <br />raised by borrowing and pursuant to Chapter 44, Section 7(3) <br />of the General Laws as amended and supplemented: that the sum <br />of $150,000 be hereby appropriated for the widening and <br />improvement of Old Barnstable -Falmouth Road, including the cost' <br />of permanent pavement, said sum to be raised by borrowing <br />' under and pursuant to Chapter 44, Section 7(5), of the General <br />Laws as amended and supplemented; that the Treasurer with the <br />approval of the Selectmen is hereby authorized to issue bonds <br />and notes to raise the sums hereinbefore authorized to be <br />borrowed; that the sum of $46,000 shall be raised and appro- <br />priated for the purpose of paying interest on temporary loans <br />in connection with the financing of said projects; and that <br />the Board of Selectmen or their appointed agent be hereby <br />authorized to apply for, accept and expend any Federal or <br />other grants that may be available for the aforesaid purposes." <br />Motion carried unanimously as amended. <br />ARTICLE 20. To see if the Town will vote to establish, main- <br />tain and operate an airport as a joint enterprise under the <br />provisions of Massachusetts General Laws, Chapter 90 Section <br />51N with one or more of the following towns: Falmouth, Bourne, <br />Sandwich, or take any other action thereon. (Sibmitted by <br />Mashpee Airport Commission) <br />ACTION: Motion made and seconded to be Indefinitely <br />Postponed. Motion carried. <br />ARTICLE 21. To see if the Town will vote to assume liability <br />' <br />in the manner provided by Section 29 of Chapter 91 of the <br />General Laws, as amended, for all damages that may be in- <br />curred by work to be performed by the Department of Public <br />Works of Massachusetts, in the Town of Mashpee, for the im- <br />provement, development, maintenance and protection of tidal <br />and non -tidal rivers and streams and harbors, tidewaters, fore- <br />shores and shores along a public beach in accordance with <br />Section 11 of Chapter 91 of the General Laws, and authorize <br />the Selectmen to execute and deliver a bond of indemnity there- <br />for to the Commonwealth, or take any other action thereon. <br />(Submitted by the Board of Selectmen) <br />ACTION: Motion made and seconded that Article 21 be <br />accepted as read.
