431 Annual Town Meeting -14- May 1, 1978 RRTICLE4.19:-_;uTdor"seeiif th6.=T6wn.,%willrvoteLto authorize the Treasurer, with the approval of the Board of Selectmen, to borrow a sum of money and issue bonds or notes of the Town therefor, or to raise and appropriate and/or ttans£er from available funds in the Treasury a sum of money for the con- struction, original equipping and furnishing of a new muni- cipal complex to be located on Town -owned land, to include a Fire Headquarters and a Police Headquarters, including the development and improvement of the site and approaches and other costs incidental thereto and connected therewith and for widening and improving Old Barnstable -Falmouth Road, and for the purpose of paying interest on temporary loans issued in connection with the financing of said projects; and, further, to see if the Town will authorize the Board of Select- men or their appointed agent to apply for, accept and expend any Federal or other grants that may be available for the fore- going purposes or take any other action thereon. (Submitted by the Board of Selectmen) (Submitted by the Municipal Site and Building Needs Committee) ACTION: Motion made and seconded that Article 19 be accepted as amended: "That the sum of $938,600 be hereby appropriated for the construction, original equipping and furnishing of a new municipal complex to be located on Town -owned land and to in- clude a Fire Headquarters and a Police Headquarters, including the development and improvement of the site and approaches and other costs incidental thereto and connected therewith, including Bond issuance costs and expenses, said sum to be raised by borrowing and pursuant to Chapter 44, Section 7(3) of the General Laws as amended and supplemented: that the sum of $150,000 be hereby appropriated for the widening and improvement of Old Barnstable -Falmouth Road, including the cost' of permanent pavement, said sum to be raised by borrowing ' under and pursuant to Chapter 44, Section 7(5), of the General Laws as amended and supplemented; that the Treasurer with the approval of the Selectmen is hereby authorized to issue bonds and notes to raise the sums hereinbefore authorized to be borrowed; that the sum of $46,000 shall be raised and appro- priated for the purpose of paying interest on temporary loans in connection with the financing of said projects; and that the Board of Selectmen or their appointed agent be hereby authorized to apply for, accept and expend any Federal or other grants that may be available for the aforesaid purposes." Motion carried unanimously as amended. ARTICLE 20. To see if the Town will vote to establish, main- tain and operate an airport as a joint enterprise under the provisions of Massachusetts General Laws, Chapter 90 Section 51N with one or more of the following towns: Falmouth, Bourne, Sandwich, or take any other action thereon. (Sibmitted by Mashpee Airport Commission) ACTION: Motion made and seconded to be Indefinitely Postponed. Motion carried. ARTICLE 21. To see if the Town will vote to assume liability ' in the manner provided by Section 29 of Chapter 91 of the General Laws, as amended, for all damages that may be in- curred by work to be performed by the Department of Public Works of Massachusetts, in the Town of Mashpee, for the im- provement, development, maintenance and protection of tidal and non -tidal rivers and streams and harbors, tidewaters, fore- shores and shores along a public beach in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity there- for to the Commonwealth, or take any other action thereon.
