-12-
Wayne: It was the location of one which was not even on the right site.
Atty. Boyd: But wasn't that one'•'of the holes that they dug that wasn't going to be used
for anything?
Wayne: That I can't tell you -- this is why I wish he was here.
Pauline: There were quite a few holes dug and none of them were more than 30" deep. One
of them had water in it. (Pauline reads Charles comments on page 3 of the minutes from
January 9, 1980 regarding the hole)
Atty. Boyd: (Refering to the minutes of January 9, 1980) Now, Charles is talking about
fill.
Pauline: (Continues to read about the fill on page 4)
Wayne: The grades that he has got here should conform to two things. You want to set the
house for aesthetics into the sun. He shows the 10 foot proposed contour which does ex-
actly that. The other thing it also lifts it up so it makes it easier for the leaching
field to be put in so that you get the proper distance. (Shows on the plan where it would
be) This is the hard area on this corner. But he has an area showing no more than 3 feet
of fill on the southerly lot.
Mr. Benway: Are you talking about 6 feet of fill here working down?
Wayne: Yes. So if it is a situation of enough fill to accomplish both of these things,
_ there is no problem. It is only 2? to 3 feet. This is what is proposed.
Mr. Benway: When you say 2Z to 3 feet, what do you mean?
Wayne: Two and one-half to three feet of fill to get it up to the right grade.
Mr. Benway: Over here -- 2z to 3 feet here -- plus six feet there.
Wayne: The northerly lot is going to take a lot of fill. But it is going to make both lots
match each other better than what they do now.
Pauline: You would be bringing the height up towards the Wiseman side.
Mr. Beni: The most fill is toward the Wiseman side or the northerly lot and it comes down
to 7 to 3 feet or practically no fill on the southerly side. So to review for a second,
Title V requirements - diffusers; approximate locations as outlined here being basically the
leaching fields -- 75 feet from either water or marsh and, obviously, 75 feet plus from any
wells. Is there anything else? I see Barbara pointing to something.
Barbara: Well, there is a general note which says that no changes shall be made unless ap-
proved in writing by Tim Hennigan.
Atty. Boyd: Wayne, the way I read this is that they are bringing in fill on both lots; and
according to the way that I've read these minutes (January 9, 1980) and have read the differ-
ent letters that were contained on this file, what was presented to you people was apparently
okay. and that you don't need anything changed even the leaching field.
Wayne: Yes, you have your distance. But you have two things to be concerned about -- you
have a horizontal distance from the water -- the vertical is not the problem.
Atty. Boyd: Then why did the Board of Health approve it?
