-13-
Dale McDonald
Otis Trailer Park
Pauline: I had a phone call from a gentleman which did not wish to give me his name.
Then I had another call from another gentleman. This was 12:51 p.m, on May 27. 'Dale
McDonald had a bulldozer in the water on Otis Trailer Beach. So I went down. I wish
Ken Pecci were here tonight because in talking to his wife I asked her if she would have
her husband double check on it. She said: double-check, -- Ken had told Mr. McDonald
that there was a $1,000 a day fine and that he was in violation if he did anything on the
beach. He told him more than once evidentally.
Charles: What was he doing?
Pauline: He was making the beach larger. He was pulling the sand out of the water.
What I did before I left was call the police station and ask for a police officer to go
down and witness. So, it was in the paper the date that I called and what have you. And
the police officer asked me if I wanted to file a complaint and I said, no, for the sim-
ple reason that this young man apologized and said that he was conservation minded and
that he was not aware that he had to have permission.
Charles: Who was the operator?
Pauline: A very elderly man. This was Dr. McDonald's son, Dale. The following day was
the day that I met Mary Ellen Pecci and I asked her to check. That was when she told me
Ken had been down.
Charles: Where was he -- on the beach that they are using or was he to the right-hand
side. There are steps going down to the beach.
Pauline: He was over beyond the beach house. It is beyond the rivulet which runs in.
Charles: He was on Coast Guard Beach then. His property ends. The other side is the
sand pounders beach. Where that creek comes out is the bound of his beach property.
Pauline: He was trespassing then. I told the gentleman if he wanted to do any work, I
would send him a Notice of Intent. I sent a copy•of this to DEQE also.
Pauline:
Determination of Applicability from Mr. Hennigan was received on Zigman Posatek of
275 Traffrail Way.
Board determines that he has to file.
Mr. Hennigan had as the abutters: Dominic Nocera and William Irwin, et ux. I went down
and checked with the Assessors Office and his abutters are: John Gallagher and P. J.
Romniswamnee. Not who he has on here.
Determination has been sent out. He has not asked for a Notice of Intent as yet.
Jean P. Canning
Project on Rte. 28
DEQE sent me a note saying that the above project does not require an environmental im-
pact report.
