D. Architectural Character <br /> In the second paragraph, Mr. Picard recommended that"Vinyl siding,while rare, is present <br /> on a few buildings"be eliminated from the draft text. Other members agreed that the <br /> wording should be taken out so as not suggest that it's acceptable to use vinyl siding. Vinyl <br /> siding is not a good treatment for the Historic District. It is typically used to cover up <br /> damage, such as rot,to original siding. Wording that appears later in the document indicates <br /> that vinyl siding is discouraged in the Historic District. <br /> References to outdated MHC numbers have been deleted. The Commission will locate a <br /> better Snap of the District to be included with the final draft. <br /> 5. Regulatory Process <br /> During the last meeting,the Commission decided to highlight"No building or demolition <br /> permit may be issued for such work in the District until a Certificate has been issued by the <br /> Commission" in bold. <br /> C. Exemptions <br /> Exemptions come from the town's By-laws. The question was raised regarding exemptions <br /> and whether or not a Certificate would be needed. Ms. Adams will contact the MHC for copies. <br /> Model By-laws do not discuss the Certificate. <br /> The Commission may review an application that may not require a building permit, such as <br /> a painting request. The Commission will be responsible for reviewing any change that is <br /> visible from a public way. <br /> D. Categorical approval <br /> The Commission needs to start thinking more about categorical approvals, any issues that <br /> will fall under the category of Certificate of Non-Applicability. The Commission's <br /> regulations and the town's By-laws will determine the categorical approvals. <br /> A. Site Design <br /> 2.
