5 <br /> Board of Selectmen <br /> Minutes <br /> April 12, 2017 <br /> APPOINTMENTS & HEARINGS <br /> Deborah Dami, Town Clerk: <br /> Approval of ballot question relative to debt exclusion,Finance Team_ (continued) <br /> As discussion continued it was recommended that an explanation be made available for the Town <br /> Meeting article and for the ballot question as referenced. <br /> It is anticipated the estimated amount of the total project will be identified at the May Town Meeting. In <br /> the MSBA reimbursement process,the Town is required to fund'the total amount of the project; <br /> approximately$10.5 million. However,the Town is not required to bond the entire amount. The <br /> current estimated contribution of the Town of Mashpee for this project is$5.8 million. It is anticipated <br /> the Town would bond this project for a twenty year term. The Town's.AAA bond rating will assist in <br /> obtaining lower interest rates, and it is the intention of the Treasurer/Tax Collector to combine this bond <br /> with other existing bonds to achieve the most beneficial funding scenario. <br /> In further considering this project it was disclosed the Town of Mashpee will work to obtain the most <br /> cost effective price for this project, and conduct a competitive bid process through an RFP. <br /> With respect to the solar panels proposed at the Quashnet School roof it was reported the MSBA will not <br /> reimburse the Town if the solar roof panel project was tomove forward. The Town maintains a tax <br /> exempt status and therefore lacks the ability to take advantage of tax credits associated to the installation <br /> of solar roof panels. It was suggested the Board exercise caution in this area at this time. <br /> Motion made by Selectman Cotton to approve Ballot Question#1 relative to the Quashnet School <br /> project authorizing a debt exclusion as recommended. <br /> Motion seconded by Selectman O'Hara. <br /> VOTE: Unanimous. 5-0. <br /> Roll Call Vote: <br /> Selectman Gottlieb,yes Selectman Cahalane,yes Selectman O'Hara,yes <br /> Selectman Cotton,yes Selectman Sherman,yes Opposed, none <br /> Approval of change of start time for Annual Town Election: <br /> Selectman Gottlieb and Selectman Cahalane recused themselves from the agenda topic of discussion to <br /> avoid a potential conflict of interest as their names appear on the May 2017 Election ballot. Selectman <br /> O'Hara as Clerk of the Board of Selectmen presided. <br /> Deborah Dami,the Town Clerk requested the Board's consideration to change the start time of the <br /> Annual Town Election from 7:00 a.m. to 10:00 a.m. to allow for the school children to get settled into <br /> their classrooms, and to,avoid the bus and parental traffic during the morning hours. <br />
