MASHPEE ZONING BOARD OF APPEALS <br /> MEETING MINUTES <br /> OCTOBER 11, 2017 <br /> In addition to the residential units, there are commercial spaces in each of the three <br /> buildings. Building 41 has four commercial spaces, and all four of those spaces are leased. <br /> The tenants are Cape Cod Coffee, the Northbridge Facility business office, an attorney's <br /> office, and a real estate office. <br /> Building 42 has a commercial space called "Riddle", which is the escape room facility. <br /> Building 40 has a commercial space that is ear-marked to be a restaurant. There is no tenant <br /> yet, so it is left empty on the inside until they know the layout for the utilities. <br /> Mr. Feronti said he advanced the landscape plan for the three buildings. Part of the final <br /> approval was to submit landscape plans. The landscape plan was submitted for all Phase <br /> IA but because there are three of the eight buildings finished he advanced this plan in a <br /> more finite detail and plantings were installed over the last couple of weeks. <br /> Building 41 was finished,Building 42 was finished in March, and Building 40 was finished <br /> in May. At the time the plan was to continue off the west side of the street with Building <br /> 44 and 46. Building 44 has six units in it,two of which are dedicated affordable..Building <br /> 46 also has six units, one of which is affordable. The pricing came back on the buildings <br /> and it wasn't feasible to advance those buildings at this time. Part of the issue that they ran <br /> into is with the 40B process. The budget has to be establish for financing on day-1, and <br /> since construction costs have changed drastically over the past three and half years, it's <br /> been a challenge.Mr. Feronti said he is reengaging his process to look at redesign,delivery <br /> methods, and how to get costs down. He said they have committed to rebuilding Building <br /> 44, and are not committing to building both buildings at this time. Mr. Feronti said they <br /> look at whether or not it makes sense to start reallocating units to that building or to have <br /> more units in the footprint, and to start amortizing some of the costs over more units. <br /> Timewise he does not know when construction will start. They are in the design process <br /> right now. <br /> Mr. Feronti said they are taking a step back and relooking at each unit, including the <br /> number of bedrooms and the design. There will be nothing started this fall,but maybe next <br /> spring. There are nine individuals that have gone through the first step of affordability <br /> review. None of these individuals have gone through the eligibility process with SEB the <br /> Monitoring Agent. These individuals will not go through this process until they have a unit <br /> that is available. <br /> The first sub-phase of the 40B was advanced and permitted for 52 units with 13 affordable. <br /> There are five complete right now that are occupied. So if they built out the other five <br /> buildings there will be another eight affordable units. The reason these individuals don't <br /> go through a more thorough eligibility process is because they may qualify today, and by <br /> the time the unit is available they might not be qualified. So they wait until there are units <br /> ready for them to go through the process. <br /> Mr. Furbush asked how many rentals there are out of the 13 affordable units. Mr. Feronti <br /> said they are all rentals in Phase IA. He said in dealing with the Town Planner all the units <br /> that they are building in Phase 1 A are actually counted towards the Town's 10% quota. <br /> 2 <br />
