The Chair will request that Mr. Mayo provide the Article to the Board of Selectmen <br /> or to the new Town Manager in order to have it placed on the October Town Warrant. <br /> Land Distribution Project <br /> The Chair distributed copies of the Land Distribution Project which has distributed parcels of land <br /> among such categories as affordable housing, conservation, sale, wastewater, park and reserve. The <br /> Chair indicated that the item was on the agenda to be discussed with the Board of Selectmen. <br /> Reviewing the lists, the Committee was in agreement that insufficient land had been set aside to meet <br /> the requirements for affordable housing. Committee members reviewed each of the parcels set aside <br /> for affordable housing. Mr. Isbitz inquired whether the conservation list could be reevaluated and <br /> suggested acquiring a narrative in order to better clarify the distributions. There was discussion <br /> regarding parcels previously considered for affordable housing as well as large parcels that have been <br /> set aside as reserve and the possibility of selling land that was not large enough for a home. It.was <br /> noted that 49%of the town area was conservation land. There were many questions posed regarding <br /> the content of the list and agreement that more information was needed regarding the creation of the <br /> list. Chairman Abbott will follow up with Tom Fudala to schedule a time for him and Mr. Isbitz to <br /> meet. The consensus of the Committee was that there was insufficient land available for affordable <br /> rental units, other than Old Barnstable and Falmouth Road, <br /> MOTION: Mr. Johnson made a motion that the Committee enter a fact finding mode to <br /> determine the status and view of it for the ability of all the parcels listed at 3 acres or above in <br /> reserve land and conservation, find out why they have been listed as such and determine whether <br /> or not it could be used for affordable housing. Mr. Isbitz seconded the motion:. All voted <br /> unanimously. <br /> MAHPP Discussion <br /> Mr. Isbitz recommended that Mr. Fudala participate in the drafting of the Plan. The Chair indicated <br /> that he had been invited to attend the meeting. Mr. Fudala has provided a mark-up that included <br /> updated information. It was recommended that all members review the document and forward any <br /> typos to Mr. Fudala. <br /> Regarding the existing number of affordable units, Mr. Fudala has listed 298, when in fact, the Chair <br /> reviewed the map and identified only 277 units. There was discussion regarding the 6 units at Main <br /> Street Village which translated to 16 countable units, which Mr. Isbitz explained as one 40B project <br /> that then counted all units toward affordable housing. The Chair expressed concern that the map <br /> would need to be updated with the correct information. Other discrepancies were discussed. It was <br /> noted that the affordable housing rate increased from 4.3%to 4.6%. The Chair planned to further <br /> discuss with Mr. Fudala what CCC HOR was, as well as clarification regarding the count of 43. It was <br /> also noted that 3 affordable units expired in 2015. Mr. Fudala has projected that the 10%goal should <br /> be met by 2023. The current population of Mashpee is 14,995. Mr. Isbitz noted that.the goal for <br /> affordable housing should be .5% per year of the total units in town, translating to approximately 49 <br /> units per year. <br /> Feasibility Study <br /> The Chair indicated that Mr. Mayo was moving forward with the study and was awaiting bids. Mr. <br /> Willard inquired how it would be addressed at October Town Meeting. The Chair felt that they should <br /> move forward on 209 Old Barnstable. Mr. Isbitz felt that an option should be available for a bidder to <br /> be able to offer a proposal for both parcels or one or the other. There was discussion regarding the <br /> transfer of the land to the developer but Mr. Isbitz indicated that a developer could be designated for <br /> 2 <br />
