4 <br /> Board of Selectmen <br /> Minutes <br /> November 3, 2003 <br /> APPOINTMENTS AND HEARINGS: <br /> Southport Development Discussion: <br /> Correspondence was received from Greg Taylor;Director of Public works <br /> dated November 3, 2002 relative to old Barnstable Road improvements <br /> by Southport. In his memorandum, Mr. Taylor recommended that a <br /> construction road bond be held for twice the construction estimate of <br /> $74387.90. ($150,000) <br /> Attorney Michael Dunning presented a plan in accordance with the <br /> original permit condition set forth in leo. 16 whereby the applicant shall <br /> provide for the reconstruction, including all costs of old Barnstable Road <br /> between Route 151 and a Point 1050 feet north. Design of the <br /> reconstructed roadway requires approve of the Town Public works <br /> Director and Town Engineer. The work to be performed must be <br /> authorized by the Board of Selectmen. <br /> The Selectmen opened the discussion to solicit comment. Linda Fletcher, <br /> resident of Southport indicated that she would life to male comment on <br /> the buffer areas, fencing and lighting. It was agreed that this could be <br /> addressed at a later date with a Town regulatory board. <br /> Southport resident Ed Larkin expressed concern with respect to the <br /> removal of trees and the need for privacy. Developer Ron Bonvie <br /> indicated that seven oak and eleven red pine trees are proposed to be <br /> removed outside of the pavement area. Two evergreens will be planted <br /> for every tree removed from site. <br /> It was agreed that the Planning Board would have the authority with <br /> regards to the method of procurement related to the bond. Southport was <br /> noted to be in agreement with the bond, twice the rate of the construction <br /> estimate. <br /> Motion made by Selectman Cahalane to accept the plan of <br /> improvements to old Barnstable Road,l lashpee subject to the final <br /> approval of the Town Public Works Director, Zoning Board of <br /> Appeals and Planning Board which incorporates the Town Engineer <br /> authorization. The Planning Board shall procure the holm on behalf <br /> of the Town of 1 lashpe . <br /> Motion seconded by Selectman Marsters. <br /> VOTE: Unanimous. -o. <br /> i <br />
