4 <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 7, 2016 <br /> APPOINTMENTS & HEARINGS <br /> Department of Public Works: FY18 -Revised Budget: $359,247: (continued) <br /> 2017 Ford F550—Year 2 of a 2 Year Lease/Purchase- $35,525: <br /> The above referenced DPW equipment is obligated"under the lease purchase agreement. The <br /> sum of$35,525 is the actual final payment for the F550 Dump Truck. Ms. Laurent indicated the <br /> first year cost$40,000 for the vehicle was approved by a vote at the May 2016 Town Meeting. <br /> With funding appropriation,this vehicle was ordered in July and it is anticipated to be secured <br /> next month. Upon delivery,the $40,000 would be paid to complete the requirements of Year 1. <br /> With the second and final payment of$35,525, the Town will obtain title for this vehicle. With <br /> the crossing of fiscal years, it was asked"if further savings would be realized for this purchase. <br /> Replacement of 1997 ITG Loader: Year I of a 3 Years Lease Purchase: $75,000: <br /> The DPW Director has proposed to replace the 1997 Caterpillar ITG Loader. Replacement of <br /> this front end loader is proposed in advance of anticipated costly repairs. The loader was noted <br /> to have major service in 2013. As per the head mechanic, the replacement of this equipment is <br /> deemed urgent in terms of of replacement. <br /> Ms. Laurent indicated the Town currently owns one loader. Previously,DPW operations <br /> included the use of three loaders. This type of equipment is used for road construction, the <br /> loading of trucks and for snow and ice operations. The machine was purchased in 1983. To <br /> date,there is 9,000 hours on the engine, and repairs are becoming more frequent. There is a lot <br /> of rust and rot due to salt exposure and there is no trade in value for this piece of equipment. <br /> Replacement of 2004 Kubota Tractor: $55,000: <br /> The Kubota tractor is used by the DPWfor roadside cutting and the maintenance of the athletic <br /> fields at Heritage Park. In addition to the field work,the tractor is used during the winter months <br /> for snow removal. Included in the one-time purchase is a loader bucket attachment. <br /> The replacement of the Kubota is not an urgent replacement need. However,replacement is <br /> proposed before any major repairs are required for this equipment. The projectwas HELD for <br /> additional consideration. <br /> Replacement of 2003 Ecovan: $50,000: <br /> The 2003 Ecovan is used by the three custodians assigned to the eight Town buildings. The <br /> vehicle was transferred from the School Department in 2008. Mileage is currently over 120,000. <br /> An extended cab pick-up truck is proposed for replacement of this vehicle. The vehicle would <br /> be equipped with a plow and serve as a backup vehicle in snow emergencies. <br /> Ms. Laurent noted there is concern the vehicle will not pass inspection, and replacement is <br /> deemed urgent. The CIP Committee was in agreement with the need to replace this vehicle. <br />
