3 <br /> Capital Improvement Program Committee <br /> Minutes <br /> December 9, 2016 <br /> Recreation: (continued) Feasibility Stgdk <br /> Ms. Bradbury indicated that currently the Recreation Department is not fully contributing to the <br /> adult population. To complete this undertaking for a community/recreation center, additional <br /> options such as potential partnerships with neighboring towns would be explored. If there is <br /> feasibility, other revenue sources for this project could be realized. When asked if Ms. Bradbury <br /> has percolated any interest with other communities in an Upper Cape regional concept,Ms. <br /> Bradbury stated she has not yet explored this option. <br /> In the fiscal reality of the Town of Mashpee,the Quashnet School project is prioritized over <br /> wastewater/cleanwater at this time, and wastewater/cleanwater takes preference over new <br /> recreational/community facilities. It was suggested the Recreation Director gather more <br /> information in terms of logistics. If there is potential feasibility,this concept would be further <br /> explored. It was agreed the project would remain in the que of the CIP as a placeholder. <br /> Health: Vehicle- $32,612: <br /> Board of Health Agent Glen Harrington was in attendance to request the CIP consider a vehicle <br /> for the Board of Health to replace a 2006 Crown Victoria with 40,257 miles as of September <br /> 2016. Although replacement is not anticipated"this year,this vehicle is a turn-back from the <br /> Police Department with low miles,but heavy use. Mr. Harrington recommended that a 4WD <br /> vehicle be considered for off road investigations. The Board of Health previously used a Jeep, <br /> and this type of vehicle worked well with the department. The Jeep also served as an additional <br /> emergency Police vehicle during winter storm events. <br /> In reviewing this need, it was agreed the Town Vehicle Pool would be further reviewed, and a <br /> less costly three-year lease purchase option would be considered. The replacement vehicle will <br /> remain in the CIP que for this fiscal year until the matter is fully vetted by the Town Manager. <br /> Police: Lease of Police Vehicles - $223,000: <br /> Mashpee Chief of Police Scott Carline was in attendance to review the continuation of Police <br /> Vehicle Replacement Program with members of the CIP. In FY18 the Police Department has <br /> proposed to complete the lease/purchase of 4 police vehicles at a cost of$48,000. This would be <br /> the final payment in Year 3 of a 3 Year Lease"program. A total of 10 police vehicles,black and <br /> white line vehicles are proposed for replacement in FYI which represents a cost of$175,000 in <br /> Year 1 of a 3 Year Lease program. <br /> Chief Carlin indicated this is the same Police Vehicle Replacement Plan that has been in <br /> instituted in the department for the past ten years. It was noted the plan works well without <br /> incident. In standard process 10 line vehicles, black and white are replaced every three years. <br /> Non-line or unmarked vehicles which include detective, administrative and detail are replaced on <br /> a 6 year cycle. <br />
