6:21-Town of Mashpee, 664 Great Neck Road South. Proposed removal/replacement of <br /> two ramps and floats, relocation of one piling and construction of a new platform, walkway and <br /> dinghy rack. NOI <br /> Resource Area: Land Under Ocean, Coastal Bank, Salt Marsh, Land Subject to Coastal <br /> Storm Flowage, BVW, Coastal Beach <br /> Matt Costa, Cape and Island Engineering, represented the applicant. Also present was <br /> Catherine Laurent, DPW Director. Mr. Costa explained the proposed project consists of the <br /> removal of two existing licensed ramps and floats, relocation of one licensed pile, construction <br /> of 4' x 4' bituminoLrs concrete pathway, 6'by6' timber platform, installation of two prefabricated <br /> ramps, two prefabricated floats and the construction of a 7' by 20' dinghy rack. The work to <br /> be performed is within the standards of the Mashpee Bylaws. He noted signage will be posted <br /> at the site and the work limit will be marked. It has a Chapter 91 license. He noted people are <br /> walking over the salt marsh and are staring their dinghies. <br /> Mr. Costa said they are proposing site improvements. They are going to pave an approach to <br /> a new ramp so that it will be seamless which will make the ramp handicap accessible. It will <br /> be graded to prevent any water to running tip on the ramp. They are also proposing a 14 foot <br /> aluminum ramp to a 6' by 6' timber platform which will be located above mean high water. <br /> They will need to remove some native vegetation but will gain some salt marsh area back. The <br /> platform will be elevated to a five foot clearance. The floats will be rebuilt and they will relocate <br /> the furthest existing pile to the north northeast so the existing boat ramp will be aligned. Both <br /> of the ramps will be constructed offsite. They will install a dingy rack opposite the boat ramp <br /> which will give people clear access to the water so they will not be traversing salt marsh. They <br /> will end up with an overall benefit to the site. They are doing it with the current chapter 91 <br /> license. There is an open Order of Conditions on this property. The appropriate paperwork <br /> has been filed to close it out for work that was done many years ago. He respectfully requested <br /> the Commissioners issue an Order of Conditions. <br /> The Agent said the project meets all of the performance standards. The floats will be brought <br /> up to spec and encapsulated. He noted the current structure is very old and dilapidated and <br /> the new structure will have dramatic improvements for handicap access. Mr. Costa said they <br /> didn't actually do a design for the dingy rack. The Town is going to work with other groups to <br /> design the dingy rack. Catherine Laurent is working with the Harbormaster. Their plan is to <br /> have a lottery for dingy storage and there will be signs specifying not to store any dinghies on <br /> the salt marsh. <br /> No comments from the public <br /> Motion: Mr. McKay moved to Close and Issue, seconded by Mr. Shaw. <br /> Vote unanimous 4-0 <br /> 6:24-Leslie A. Wagner Caffyn, 10 Popponesset Island Road. Request to Amend Order of <br /> Conditions DEP File#43-2782. Proposed demolition and replacement of existing dwelling and <br /> construction of patios, covered entry, garage, breezeway, septic system upgrades and Osprey <br /> nesting pole.
