Resource Area; Land Subject to Coastal Storm Flowage, buffer zone to Coastal <br /> Bank and Salt Marsh <br /> Andrew Garulay, represented the applicants. He explained the proposed project is'to <br /> amend the Order of Conditions DEP File #43-2790 to expand the proposed patio and <br /> make modifications to the landscape. He noted the reason for the expansion to the patio <br /> is the addition of steps. They will be moved 5 feet closer to the coastal bank. The concrete <br /> paver on the north side of the garage is being removed and replaced with bluestone <br /> steppers. The air conditioning units are shown on the plan as well as the proposed <br /> mitigation planting.plan. He noted the project meets the performance standards. He also <br /> requested that two Alberta spruce shrubs be removed as well as a balsam fir tree. <br /> The Agent noted this is an amendment to the previously approved project. He showed <br /> the project on the photos. He said thebank is armored so it is not a sediment source. No <br /> part of the patio will have an adverse impact on the bank. The trees proposed to be <br /> removed are nonnative species and in the flood zone. They are still well within the limits <br /> of allowable vegetation removal for properties in the flood zone so it meets the <br /> performance standards. He suggested the work limit clearly be shown for the patio <br /> extension. He recommended a close and issue. <br /> Mr. Garulay also requested that two oak trees be removed due to their closeness to the <br /> house. The Agent recommended maintenance pruning at this time. 'No tree removal <br /> except for the authorized removal of two non-native trees. <br /> No comments from the public <br /> Motion: Mr. Shaw moved to Close and Issue, seconded by Mr. McKay. Vote <br /> unanimous 5-0 <br /> 6:12 Town of Mashpee Shellfish Constable. Proposed oyster restoration in <br /> Shoestring,Bay. RDA <br /> Resource Area: Shoestring Bay-Land Under Ocean <br /> Rick York, Shellfish Constable, explained this is a municipal project for the restoration of <br /> oyster beds and habitat in Shoestring Bay. It is part of the shellfish component of <br /> Mashpee's comprehensive nitrogen wastewater management plan approved by the State <br /> and also in coordination with the Wampanoag Tribe's Natural Resource Department. The <br /> Tribe received an EPA grant for this restoration. The oyster beds were completely lost in <br /> Shoestring Bay in the 1980s and cannot grow there because of the muck. The idea is to <br /> restore the area by putting down shell (cutch) and attach the seeds to the shell so they <br /> can stay above the muck and grow. One acre this year and the second acre next year. <br /> These areas are on the western shoreline of Shoestring Bay. Mr. York noted the area on <br /> a map and said there will be ongoing water monitoring. The stock comes from the <br /> hatchery in Dennis. The oyster beds.increase species diversity and the habitat for wildlife <br /> and would be open after three years for harvesting. The 31 year the area would be opened <br /> by the Board of Selectmen. He noted there is more information on the Town's website. <br /> Plans call for a million oysters per acre. The Agent said this is a green project and a <br /> restoration project and meets the performance standards for Land Under Ocean. He <br /> recommended a negative determination. <br /> 3 <br />
