After a <br /> brief discussion, it was suggested that Mrs. Botsford do some more research and contact Stuart <br /> Saginor for clarification. A motion was made by Kevin Shackett and seconded by <br /> Richard Halpern to set aside this decision for now.The motion was adopted. <br /> b)..-CPC—...Housing Assistance Program update., Mrs. Botsford informed the board that she and Town <br /> Manager, Rodney Collins have had several conversations and a meeting regarding the program <br /> and questions that the selectmen had. Mr. Collins had asked about having the Mashpee Human <br /> Services director, Gail Wilson, oversee the process of HAP client selection and Mrs. Botsford had <br /> agreed to that. Mrs. Botsford had informed Mr. Collins that her only concern was upholding the <br /> confidentiality law and requirements pertaining to that so she suggested a Memorandum of <br /> Understanding be signed to outline that. Mrs. Botsford reported that just a few hours before a <br /> Board of Selectmen meeting on March 28 she received a call from Mr. Collins requesting that she <br /> attend the meeting that evening. Mrs. Botsford reminded Mr. Collins of the agreement reached <br /> in January at the MHA meeting and also informed him that she had a family obligation that <br /> evening. Mrs. Botsford contacted Chair Laporte who affirmed her not going to the selectmen's <br /> meeting. Mr. Collins called Mrs. Botsford again and asked her to email him what they had <br /> discussed and agreed to with regard to providing quarterly reports, copies of the HAP check <br /> warrants, and the M.O.U. Mrs. Botsford did email him that. Mrs. Botsford then filled in the board <br /> on what happened at that Board of Selectmen meeting and the ensuing article in the Mashpee <br /> Enterprise, Mr. Laporte stated that he did in fact affirm that Mrs. Botsford not attend the <br /> Selectmen's meeting on March 28 and reiterated the discussion and agreement from January <br /> stating that even our meeting minutes outlined pertinent facts including, "Ms. Sherman began by <br /> stating that there is no doubt the program is needed in the town.... Mr. Collins reiterated that <br /> they (meaning the town manager and selectmen) want to have sufficient information in or to <br /> reasonably explain spending for the program. He stated that he wanted to be clear that there <br /> was no question of spending impropriety and no confidential information is expected. Ms. <br /> Sherman stated that more detailed information such as which line-items the funds are spent on <br /> would be what they are looking for. The chairman clarified that the information being requested <br /> is simply that when the Executive Director requests funds, we report on where the money is <br /> being spent, i.e. first/last/down payment, long term assistance, etc. Mr. Collins affirmed that and <br /> stated that they just need categories of spending, not specifics, like what check is going to whom. <br /> Mrs. Botsford stated that she provides many reports to a least a half dozen over-sight agencies <br /> on a regular basis, and pulling together a report like this is not a problem at all. ... Mr. Collins <br /> suggested that Mrs. Botsford send to him a proposed report so that he can review it, he will poll <br /> his board to make sure that it meets their needs and then get back to Mrs. Botsford. It was <br /> agreed that there was no need for the two boards to get involved in this type of day-to-day <br /> operations so Mrs. Botsford and Mr. Collins can work together to address this issue." Mr. Laporte <br /> then went on to refer to the Mashpee Town Charter, Section 3-2 (b) in which it states"The Board <br /> of Selectmen shall be responsible for the formulation and promulgation of policy directives and <br /> guidelines to be followed by all town agencies serving under it and, in conjunction with other <br /> elected town officers and multiple member bodies to develop and promulgate policy guidelines <br /> designed to bring the operation of all town agencies into harmony. Provided however, nothing in <br /> this section shall be construed to authorize any member of the Board of Selectmen, nor a <br /> majority of such members, to become involved in the day-to-day administration of any town <br /> agency. It is the intention of this provision that the Board of Selectmen shall act only through the <br /> adoption of broad policy guidelines, which are to be implemented by officers and employees <br /> serving under it." A discussion ensued regarding the fact the Mrs. Botsford has complied with all <br /> requests from the town, and will continue to do so, in the manner that was agreed upon at the <br /> January meeting. Mr. Gottlieb has been invited to meet with the board and chosen not to attend; <br /> but our invitation to do so remains. Mrs. Botsford has met with him once before (along with the <br /> previous town manager) yet he has been clear in that he will not support the Housing Assistance <br /> Program, no matter what. <br /> Page 3 of 4 <br />
