In addition to the spreadsheet, a check register was provided to them as well <br /> as the program guidelines showing the length of the ongoing rental assistance (up to 24 months). <br /> Mrs. Botsford reported that they later requested an electronic version of the spreadsheet, which <br /> she did provide after deleting the columns which identified the clients served. There had been an <br /> email questioning one of the line items, and Mrs. Botsford responded that the figure they came <br /> up with (over$70,000 to one landlord) was incorrect and that they needed to double-check <br /> figures. Mrs. Botsford expressed concern that the file could have been corrupted in transit and <br /> this had been relayed to the Enterprise as well. They responded that they would clarify with Mrs. <br /> Botsford before running the story. <br /> With the passing of the warrant article at Town Meeting, the Housing Assistance Program has <br /> been funded. Mrs. Botsford has'already done an advertisement and updated the website, as <br /> well. Mrs. Botsford mentioned that the Memorandum of Understanding with the Town is not <br /> required but she can continue to work with the Town Manager to negotiate one, if the board <br /> chooses. It was agreed that Mrs. Botsford will continue to work with Mr. Collins on an MOU, but <br /> that the program not be held up for that. Once an MOU is agreed upon, the Human Services <br /> director may review any applications that have been funded by that time. Mrs. Botsford will get <br /> in touch with Mr. Collins. Mr. Halpern stated that because this warrant article was under the <br /> Special Meeting we did not have to wait until July 1 to start the program, or request funds. It <br /> was suggested that we request funds right away. Mrs. Botsford stated that she would do that. <br /> NEW BUSINESS: <br /> a) FISH 172041 — hot water heater/boiler replacement contract approval: Mrs. Botsford reminded <br /> the board that this was the final Capital job for this Fiscal Year. The bids were due today and we <br /> received six bids ranging from $21,300.00 - $47,500.00. The lowest bid was from Healthy Air <br /> Solutions in Norwell. After consideration, a motion was made by Richard Halpern and <br /> seconded by Melissa Phillips to approve the contract for the low bidder, Healthy Air <br /> Solutions, in the amount of$21,300..00. The motion was adopted. <br /> b) Whistleblower Policy: Mrs. Botsford had distributed a draft policy for consideration. She stated <br /> this plan was suggested, but isn't required, during the AUP. Many of the things covered in the <br /> policy reflect other policies we have, but this puts everything in one place. After consideration, a <br /> motion was made by]ill Allen and seconded by Kevin Shackett to adopt the <br /> Whistleblower Policy as presented. The motion was adopted. <br /> c) Wage Match DHCD Certification: Mrs. Botsford had distributed this previously to the board via <br /> email. Wage Match is something the housing authority does annually to compare wages reported <br /> by public housing residents to the records of the Department of Revenue. This year DHCD is <br /> requesting that a certification is signed by the Executive Director and Board Chairperson to <br /> indicate that we are doing this according to the required regulations and guidelines. Mrs. <br /> Botsford and Mr. Laporte signed the certification. Mrs. Botsford will return it to DHCD. <br /> d) Lead Paint Certification: Mrs. Botsford reminded the board that this is an annual certification that <br /> we must do in order to submit our Capital Improvement Plan (which should be done in the next <br /> month). The certification was signed by Mrs. Botsford and distributed to the board members for <br /> signature. <br /> e) Brewster Housing Authority Management Agreement Revision: Mrs. Botsford, on behalf of the <br /> housing authority, had requested a revision to the management agreement to allow Mashpee to <br /> bill Brewster for 50% of the administrative fees they receive when doing capital work. Mrs. <br /> Botsford reminded the board that housing authorities can request 10% of capital job costs to be <br /> paid to the housing authority for administrative fees. When that is done in Brewster, where Mrs. <br /> Botsford does the capital work, Brewster receives the fee. The request was that Brewster gives <br /> half of that fee to Mashpee since we do the work.
