Approval of Minutes <br /> Glen Harrington motioned to approve the Minutes of Plan Review Committee Meeting of June 21, <br /> 2016. Tom Fudala seconded the motion, and the motion was passed, with Catherine Laurent and <br /> Scott Carline abstaining. <br /> Meeting to-Reconvene <br /> Since next agenda item presenter had not yet arrived, the Committee took a short break and will <br /> reconvene at 10 a.m. <br /> Sam Houghton exited. <br /> Mike Mendoza reconvened the meeting at 10:03 a.m. with Plan Review Board back in attendance, <br /> along with Cally Harper, Planner, Cape Cod Commission, and Wayne Taylor, Mashpee Assistant <br /> Town Manager. <br /> Barnstable County, Hazard Mitigation Discussion <br /> Cally Harper, Planner, Cape Cod Commission, addressed the'Committee and advised that she is <br /> working on updating the Barnstable County Hazard Mitigation Plan. She said today she is providing <br /> drafts of Chapters 1 and 2 of the Mashpee 2016 Hazard Mitigation Plan to this Committee and is <br /> asking for this group's feedback. The report will total 7 chapters. Cally said the process today will be: <br /> • Go through Chapters 1 and 2 of the draft Plan; <br /> • Review Mashpee Critical Facility List; and <br /> • Review draft of survey to be placed on Town website. <br /> Cally said FEMA requires outreach at 2 separate times--during planning process and after Plan has <br /> been developed. She said they propose that Town create survey on SurveyMonkey; then present <br /> Plan to Board of Selectmen meeting. Once comments received and incorporated, then present to <br /> Board of Selectmen and to Town for approval. So, goes to Board of Selectmen two times. <br /> Cally and Plan Review Committee then went through Chapters 1 and 2 of the draft Mashpee Hazard <br /> Mitigation Plan and reviewed and discussed at length topics identified to be further researched for <br /> instance: <br /> Chapter 1 –The Planning Process <br /> • Items to be identified under Outreach strategy—such as ID of Stakeholders, etc. <br /> Chapter 2 – Hazard Mitigation Plan <br /> • State Hazards – Drew McManus, Conservation Agent, to be contacted—particularly regarding <br /> coastal erosion since he was unable to be at this meeting. <br /> • Provide available Town maps showing dams; culverts. Question arose: are fish ladders <br /> considered to be dam? <br /> • Fire (Urban and Wildland) – Joel Clifford to send map to Cally to be included in the Plan. <br /> 3 <br />
