Barnstable County Hazard Mitigation Plan <br /> Popponesset Meeting Room <br /> Representative – Cally Harper, Planner <br /> Cape Cod Commission <br /> This portion of the meeting started at 9:14 a.m. Cally Harper advised that the online public survey is <br /> ready to go out to post on the Town website. She said that a typical town gets an average of about <br /> 200 responses, with low-end averaging about 40 responses. They would like to get between 100 and <br /> 200 responses. <br /> Cally said today the group is going to talk about mitigation actions for the Pian. These are specific <br /> actions the Town would like to work towards in the next 5 years to reduce Town's vulnerability. Cally <br /> provided a copy of Mashpee's 2004 Mitigation Action Plan (pages 33-41) for the group to use as a <br /> work model. The group addressed each of the 24 Action Items and provided feedback as follows: <br /> Action Item #1...Seek FEMA Funding... <br /> Catherine Laurent said DPW applied for CZM grants, but didn't receive any funding in last 5-6 years. <br /> Drew McManus said Conservation applied for CZM grant within last 2 years, but not successful. <br /> Conclusion: Yes, keep this item in the Plan. <br /> Action Item #2...Participate in NFIPs Rating System.._ <br /> Cally said Mashpee GIS has been working to get Mashpee in the rating system. <br /> Conclusion: Yes, continue in the Plan. <br /> Action Item #3...Work with FEMA to update Flood Insurance Rate Maps. <br /> Tom Rullo said this was completed about 2 years ago; he has the updated maps. <br /> Tom Fudala said these flood maps were also adopted by Town Meeting as part of the Zoning <br /> regulations. <br /> Action Item #4...Develop Emergency Evacuation Plan... <br /> Cally said the plan done by the State and presented to County focuses on the bridges. <br /> Tom Rullo said definitely needs to be updated for Mashpee—new roads; more people. <br /> Tom Fudala added there is also new flood information. <br /> Action Item #5...Conduct geologic study of Popponesset Spit... <br /> Drew McManus said a geologic study of the spit was done by "Save Popponesset Bay"—a private, <br /> nonprofit group. Town has a copy of the study because they had to get Permit from the Town. <br /> While Town didn't participate in the study, Town participated insofar as dredging was concerned. At <br /> October-2016 Town Meeting, funds for actual dredging approved. <br /> Cally asked about beach management planning. Drew McManus said no initiative like that. He said <br /> it is just reviewed by Town Boards whenever project on beach management, coastal erosion <br /> development, etc. arises. <br /> Tom Fudala said early 90's coastal resource management plan was done, but not updated. <br /> 2 <br />
